I've been building a few new decks recently, and realized I'd left my favorite color out...black. I've been trying to get away from anything too mainstream, trying to use the forgotten or build decks that might turn a few heads lol, which landed me with Patron of the Nezumi. Everyone knows black kicks ass with the graveyard, often abusing it to no end. This made me think, why not abuse the yard in a different way? Punish everyone for just about anything that goes into the yard...YAY.
As with most black decks there is a little recursion here, but it is by no means the focus of the deck. This deck aims to disrupt everyone via destruction, discard, and mill (keep telling me how much mill sucks in EDH, please). The disruption itself is used to kill via damage from the general and friends with similar abilities. I have yet to try this out, but I'm very excited about it.
Played the deck at my Tuesday night EDH, and finally have something to base changes off of. The deck felt like it was trying to do just a little too much, so instead of doing more ok I pulled it back and aim to do less really good lol...focus is what I've done with these changes. Stax is pretty much gone, discard has been buffed up, mill is being tested more, and I've pretty much doubled the punishment for the mundane...I get to hurt people for drawing, discarding, milling, destroying, and casting. Also, I have every intention of getting Liliana's Caress for the deck...and want to check out Painful Quandary, Needle Specter, Magus of the Coffers, Throat Slitter, Stronghold Rats, Skullsnatcher, and Gate to Phyrexia...when I get them.
The discard section of the deck has been rebuilt and reinforced. One shot cards like Mind Shatter, Mind Twist, and Syphon Mind have been replaced with specters that have built in discard abilities, the new creature choices have also made Larceny pretty much dead weight.
Hecatomb was just too hard to get in play for the deck, I don't have a huge focus on tokens and there isn't some massive focus on grave recursion.
Some people love Necropotence, they swear by it, it's an auto include...I am not one of those people. Every time I see this card I am always at low life, or wish it was something else.
Gnat Miser and Locust Miser are technically part of the discard pack, but how cool are these guys? Reducing maximum hand size is too good to pass up, and they're rats.
Falkenrath Noble, Underworld Dreams, and Megrim bring the deck back to what I was aiming for, and that's damaging people for things that usually don't...black is supposed to pervert things, so here we go.
Trepanation Blade feels like it could really work here, milling gets rid of answers and can be damaging with this deck in a few ways.
Marrow-Gnawer can get out of hand quick, provides bodes for the Patron, and gives all my rats evasion. Nevinyrral's Disk gives another much needed answer to enchantments and artifacts, Extraplanar Lens is kind of self explanatory...all Snow-Covered Swamps! My mana...lol.
Recently Pulled Bitterblossom from the deck as it really wasn't at it's peak in this deck, and Living Death because I spend too much time filling my opponents graveyards for it to ever warrant play really.
This is neat, I've never seen a deck meant for a Patron before. I've always play Marrow-Gnawer as a general, and I've always thought that patron was only good for flash blocking with a 6/6 or laughing after someone plays Storm Herd. What you might also try is the No Mercy, Dread, and Lethal Vapors as more black control type card that would work well in this deck.
Another thing I've learned from playing with Marrow-Gnawer is that playing little rats just because they're rats isn't worth it, which it looks like you got down pretty well, the one slot I don't like is Okiba-Gang Shinobi, since almost every creature you have either already has a specter ability, or has 6 power, which doesn't seem like a good thing to return to hand. I also like the mizers, but if you want to play them, you should add a Soul Foundry for extra lulz.
I appreciate the input, never thought about it but the Okiba-Gang Shinobi really needs to get cut...probably for Liliana's Caress when I find it again. The Misers have yet to get much play, they seem like a good fit but they may be wasted space with all my discard, might be better off as active discard instead of passive.
Alright, got some of the cards I've been looking for, and a few I wasn't lol. I wound up pulling Okiba-Gang Shinobi since most of my creatures are specters already, or not worth the trade out. I also pulled Gnat Miser and Locust Miser because they were looking less attractive the larger my discard base got. Nevinyrral's Disk is the only cut I question, but it's always so slow so I shouldn't miss it.
Needle Specter goes in for potential huge plays if it gets pumped at all, I've been looking for this guy and now I can't wait to connect with him. Liliana's Caress goes in as Megrim number two, and Painful Quandary was just begging to be thrown in for some more odd punishment. The last addition wasn't on my list, but Polluted Bonds gives some life gain and damage from another mundane source. Now it's not safe to cast spells or play lands, on top of the already large list the deck had going. I'm going to have no friends if this deck ever gets rolling lol.
Your list, especially your enchantments, looks an awful lot like a revised version of my Marrow-Gnawer deck that I've been working on for the last week.

Syphon Mind is both huge discard + huge draw in a multiplayer game and should stay in your deck. It causes a huge shift in card advantage! Meanwhile, some of your specters aren't strong enough. In my deck, I removed all the creatures that only force one player to discard at a time, with the exception of Okiba-Gang Shinobi since he has ninjutsu, makes them discard 2 cards, and gives me another rat (I only have about 12 right now). The only specter I kept was Scythe Specter (easy), while I've got Silent Specter (2 cards) and Hypnotic Specter (1 card at random) close at hand in case I can find spots for them.
I've been thinking of dropping a good deal of the specters for a more solid creature base, and throwing in the feared discard staples lol; Mind Shatter, Mind Twist, and Myojin of Night's Reach might make their way back into the deck if I do a big change up. We'll see how I feel, gonna look at my options.
Here's my Marrow-Gnawer list right now. Note that I have Avatar of Woe, Vampire Nighthawk, and Typhoid Rats because they do silly things with Thornbite Staff (which is my primary win condition and thus usually the first thing I tutor for... and the reason for some artifact recursion). I need to make more non-rat cuts as I don't currently have "critical mass" of rats to reliably combo off with Marrow-Gnawer + Thornbite Staff (e.g. I need 2 other rats in play to go infinite).
Curse of the Cabal seems like it would fit in well here. I think you should try run some stax elements, it really complements the general more than other strategy, even if somewhat toxic to you.
I also play Weiss Schwarz, Chaos, Vanguard and Wixoss.

Yeah, I'm going over the deck later with a decent sized revamp in mind. A stax pack really could help herer, even if it was just a small one. Expect a large shift in cards later.
Alright, trying to take the deck in a new direction, or maybe the same direction done better. I'm still feeling my way through this build, it's not getting a good reputation while I test everything out lol, so testing gets rough at times. This is an 11 card change, over 17% of the non land base, so it's pretty big for me. These changes are just changed on paper, and haven't been tested yet, but please feel free to share your thoughts on them if you have any.

Geth's Verdict and Diabolic Edict were in for situations where I wanted to react with the element of surprise...but the effect isn't so great really, one shot to get one creature that may not be what I wanted gone anyway.
Marrow-Gnawer just didn't have enough rats to really be effective, and the deck isn't really a token deck so I left the token generators that help me disrupt everything. Grave Titan falls into that this isn't a token deck category lol.
Phyrexian Obliterator requires someone to actually hurt it to be useful, and I'm not normally getting that to happen. Helm of Obedience was ok a few times, but was the weakest link in this mill chain, too often would I only get one activation or not get what I payed for out of it. Thran Dynamo isn't normally what I'm looking for when I find it, hard casting it turn four with nothing to use it with isn't all that great.
Scion of Darkness and Puppeteer Clique give me a little more graveplay, and make good use of all the discard, mill, and destruction that should be flying around.
Quest for the Nihil Stone just sounded like fun, if I play my cards right then my opponents wont be able to, and this should be an easy set up.
What about Cao Cao, Lord of Wei? He gives repeatable discard (target player, 2 cards at a time) without having to attack. In fact, if I stray further from rats, I might make him my commander.
Ok, Noetic Scales is really cool! I'm getting to the point where it's really hard to just pull something out. Maybe with a little more playing I'll find a weak link and when I do I'm throwing that in so fast. I love it lol...really need to fit this in. Any thoughts on what could come out? Plenty of times where I thought something was irreplaceable only to find out later that it was really just holding me back.

I pulled the entire Staxx package I was using; Smokestack, Braids, Cabal Minion, Syphon Flesh, Barter in Blood, Kuon, Ogre Ascendant, and Death Cloud. The deck isn't properly built to fully take advantage of a Staxx pack, so it was often hindering me more than it was helping me...simple as that.
The discard section of the deck has been rebuilt and reinforced. One shot cards like Mind Shatter, Mind Twist, and Syphon Mind have been replaced with specters that have built in discard abilities, the new creature choices have also made Larceny pretty much dead weight.
Helldozer and Minion of Leshrac were slow, clunky, and either hard to set up or plain ineffective.

Adds
Guul Draz Specter, Entropic Specter, Silent Specter, Nezumi Shortfang, and Nezumi Bone-Reader make up the new discard additions. They're evasive, reusable, and in some cases work as rat offerings...what more could you want in a discard package?

Meanwhile, Mind Twist is powerful because you can take out a player's entire hand, and Death Cloud / Pox / Smallpox are powerful because they hit everybody! The trick is to have enough madness cards that you don't hurt yourself as much as you hurt your opponents (Call to the Netherworld and Gibbering Descent for sure; perhaps Dark Withering, Nightshade Assassin, and/or Big Game Hunter).

But ignoring that for now, have a look at the "discard" cards I'm running. For example, I really think you ought to consider Bottomless Pit, Gibbering Descent, Unnerve, and Anvil of Bogardan (which has beautiful synergy with Megrim+Liliana's Caress+Underworld Dreams).
