A little history and info about me:
This is my first post here at mtgsalvation though I have been enjoying the site a resource recently.
I played magic as a kid from about 1999-2005 and recently have started again. I have been amazed at what has changed in the game. Specifically I have been introduced to commander as a style of play.
Anyway... I have been building a white/blue deck. It started as an enchantment/draw based deck, and has gone through many phases. I used to use Hanna, ship's navigator as my commander, but recently started using Daxos of Meletis. I want advice and suggestions on how to improve my deck, what is important in it, what might be less important. I am on a budget, so I unfortunately can't add any really expensive cards to it. I also will include a list of cards I am planning on shifting in, so I guess I'm also wondering what I could shift out to replace for those cards. Thanks in advance to anyone who takes the time to help me out. Feel free to ask questions about how the games have gone, and what strategies have worked for me so far.
I unfortunately don't know a lot about 1v1.. but I do know that the most important thing with this kind of deck building is to build with a very narrow focus in mind.
I have seen a very fun and powerful Daxos deck that focused on using time ebb/griptide/unexpectedly absent effects to steal/exile opponents cards.
Interestingly you seem to be very interested in reusing the spells in your graveyard, you may be able to avoid having these cards take up space by building with redundancy in mind just have lots of cards doing the same/similar things so you constantly have the effect available without having to spend extra mana to return things to hand.
I think you need to decide very exactly what you want your deck to do, then narrow your focus of your deck to doing only that.
your deck is a very strange combination of powerful old cards and bad/narrow new cards I find that kind of funny.
I am also a bit new in posting comments and threads, but I've been wandering about in this forum for quite some time now. I've been playing 1v1 for more than enough time and I enjoy budget funky decks as well. Hope my suggestions help!
Do you feel like you would have too play Daxos? I have a Grand arbiter list that while expensive you could buy some cheaper and almost on par cards but it truly depends on what you're wanting to direct the deck towards since its your deck and your playstyle. You could possibly look into the multiplayer version of the deck also. Brago could be another option since you want to stick too the enchantments side and being able too replay the enchantment and reuse its ETB effect or even your creatures is strong also. Another thing is run 32 to 34 lands since you'll be wanting loads of mana rocks and also lands aren't as strong as mana rocks, being able to go from 6 mana to 10 in one turn is too Strong to not consider they propel you so far ahead in terms of mana, so look at other people's lists and see what they're playing and tweak accordingly to your liking is what I can suggest. I would say more but it would be easier for you to look at established peoples lists and "copy" them and take out cards you dont like but a good rule of thumb for building commander decks for me is fast mana is king this format. So put as many mana rocks in the deck as you can. Within reason of course.

I am also a bit new in posting comments and threads, but I've been wandering about in this forum for quite some time now. I've been playing 1v1 for more than enough time and I enjoy budget funky decks as well. Hope my suggestions help!
1. You have a very low land count - 29 lands. Normally, in a 1v1 environment, you should have at least 36 - 39 lands, and since you are a control player, I suggest you go for 39 lands (including possible fetches such as Terramorphic Expanse and Evolving Wilds. You may want to remove cards such as Mana Matrix, Monnring Mirror, Angelic Skirmisher, Ascended Lawmage, Soul Foundry, Phyrexian Processor and Mirror Universe.
2. I agree with Narvuntien: Your deck should have a specific focus/ goal. This is so that it will help you prioritize spells. If you want to go enchantments control, you can opt to add Teferi's Moat, Cloud Cover, Shackles, Parallax Tide and Dissipation Field
3. Kira, Great Glass-Spinner, Fatespinner and Michiko Konda, Truth Seeker are also very good cards worth considering. You may want to remove Konda, Lord of Eiganjo, Order of the Sacred Torch and Jareth, Leonine Titan.
4. Cyclonic Rift is also a must add when it comes to control decks!
