Hi everyone, as the tittle says I need help picking a general.
- WotC banlist, 40 starting life, 21 general damage, 10 infect damage. (banlist: http://www.wizards.com/magic/tcg/resources.aspx?x=magic/rules/100cardsingleton-commander )
- Full competitive, forget about budgets and etc ( I want to win, I have no friends! )
- I want anything with blue, it MUST have blue!
- I prefer MonoBlue, but I also accept U+W/R/B/G (2 colors max).
- I don't like decks that depends on top deck, I'm not saying I want to win with the 7 starting cards only. But for example a Zur deck hardly depends on top decking something.
- Aggro, control, combo, tempo, whatever, since it's not pure aggro like Isamaru or pure control like GAA.
Generals I'm thinking about, in ordem:
- Arcum Dagsson
- Vendilion Clique
- Geist of Saint Traft
TBH tempo decks like Geist or Clique are garbage in 1v1 usinf the WotC ban-list. They just can't make it against all the fast threats and combos that generally populate the WotC banlist. Imo, your better of playing either combo, voltron, or control/combo. So commanders like Zur the Enchanter, Sigarda, Host of Herons, or Azami, Lady of Scrolls. I personally enjoy Bosh, the Iron Golem, and play an artifact heavy ramp/STAX build that catches a lot of people by surprise (how is Mishra's Workshop not banned??). All of these decks still come up short of a fully pimped-out Hermit Druid deck tho.
If you really want to play in a competitive 1v1 format I would heavily suggest playing Duel Commander over the WotC sanctioned format. It's got a banlist much better suited to 1v1, and a more diverse field of competitive decks.

I kinda have no choice, every place that runs regular tournaments uses WotC banlist. So it's not a personal choice.
Also, about Tempo decks being garbage at WotC rules, I don't think so. Edric is a monster, Clique does very good results, Geist won a big tournament already. I would say Tempo decks are Tier 1. Of course voltrol and combo are also very good, as well as Tempo.
Edric is very good, and fits your criteria. Clique is awesome, but has issues against decks full of instant speed spot removal. Geist just seems worse than Edric.
If you're willing to stretch it, just play Zur. It does something inherently unfair, and plays almost all of the degenerate cards (Mind Twist, Necropotence, Mana crypt etc.) available in the format.
I really like Arcum myself. With the wotc banlist he can run all the silly mana ramp he wants, and even run Sensei's Divining Top while he does it. The permission matchup can be really harsh, but I've never had a problem with tempo or aggro decks in 1v1 (except maybe Edric, he was kind of a pain at times). The number of solutions you have as a blue/artifact deck is kind of silly.

Good point. And about Clique, I just don't want to lose every single game to Thrun or something like that. That's the only reason to make me think about building it.

Pretty much this, couldn't agree more. That's the reason I want to run Arcum. But the reason I don't want to, is the way this deck wins if the opponent doesn't concede: by hitting 21 general damage. It should have some combo that I forget about, but I search every single list here in salvation and all of them seems to win by Arcum himself.
Well, of course! If Arcum is the only creature on the field and a couple of tokens, general damage is the only way because you opponent can play anything else and permanents as soon as you have your combo out early.
