Which brings me to question why aren't we seeing that type of playstyle where Winter Orb or Land Destruction coupled with mana rocks are key? instead we see a more counter-spell type (similar to the pre-Winter Orb unban, only with Winter Orb and a few other new includes.
Is this the better build? If so, would someone mind explaining why it is?
You run some mana rocks so that you can fully abuse Tezzeret the Seeker in conjunction with Winter Orb. With Top, Crucible, and Winter Orb all being unbanned at the same time Tezzeret's value as a planeswalker has skyrocketed.
I personally still think rocks + Upheavel in a GAA4 deck is a great win condition that is often overlooked by a lot of the French tournament decks. Now with the unbanning of so many favorable artifacts, I would play all of the low cost 2 rocks that produce mana instantly. Plus T3 GAA4 on the play are usually insanely strong opening hands and hard for an opponent to come back from.

As a Grand Arbiter player right now, I can say I haven't really had the time to test Winter Orb in the deck. But in theory I hate having to waste slots on rocks and Orb enablers. The format is very fast right now and tapping out turn 2 to play a rock is something I never want to do. Also, the deck has a really nice curve so you don't need the ramp. Last but not least, since the format is faster, Winter Orb is not the lock it used to be. There are times where your opponents can deploy threats much quicker than you can use Orb. The fact that everyone plays elvish-ramp right now also makes Orb not that good: most of the time it will hurt you more than it will hurt your aggro opponent.
