She can't be your commander unless you find some kind of agreement with your game group. In addition she isn't build for commander.
Most commander planeswalker have more build around abilities/more focus. Her +2 benefits from having a wide board of flying creatures, most likely small fliers like spirits. Her -3 is alright. Her ulti while enabled really fast (can be done the same turn you cast her with some card combination, even in mono white) isn't that great. Keep in mind that damage is still done. So commander damage, poison counter, mill, other combos can kill you even with the emblem. It doesn't help that the EDH format is full of removal. The ulti isn't something your opponent have to react fast like the other commander Planeswalker ultis. I like Ajani Steadfast defensive ulti more. Her strength comes primary of her -3 in combination with +2 when having a wide board.
She is flavorful because all her abilities work with angels (Not specifically) and the ulti is a Worship. Is she flavorful enough for the suggested price tag of ~50$?
I think a successful Serra commander Planeswalker need some enchantment focus in addition to the Angel focus. White depends mostly on artifacts and enchantments in EDH and enchantments fits Serra very well. The posted example of Dunharrow has the same problem as the original version. Having a cast reduction for Angels is nice at 5 CC is little to late and casting a 5CC angel instead of her could be better. Her -2 is really nice and ulti is the same emblem but nearly impossible to get (but that doesn't matter much). I would like to see something like
+plus:
gain 1 + X Life. Where X is the amount of enchantments you control. If you have at least 10 life more than your starting life total create a 4/4 white Angel token with flying and vigilance.
Serra was a powerful healer. The additional Token make the ability relevant even when having a lot of life and sometimes it might be better to attack the player if they can't get rid of her. Maybe is too good at 10 and 20 would be more reasonable. Still white commander has to produce value because the color does little by itself. It is inspired by Angelic Accord with would work great in combination.

The next angel spell you cast cost {W} less to cast for each enchantment you control. Serra's Sanctum like but only for angels. Saheeli, the Gifted do something similar for artifact and eldrazis at +1.
-ulti:
(I honestly don't know maybe:) Look at the top ten cards of your library. You may reveal all Angel cards from among them and put them into the battlefield. Put the rest on the bottom of your library in any order.

You get an emblem with: "Each non-Aura enchantment you control is a Angel creature in addition to its other types and has base power and base toughness each equal to its converted mana cost and gains flying and Indestructible."
The ulti should be dangerous and hard to get. The second could be a little less hard if the effect is until end of turn instead of an emblem.
I am not a card designer but something like this would be good for white. You could protect her with some enchantments and gain value over time with her abilities without drawing a high amount of cards.
Now that I think about it, the +2 might be good in Derevi. Note that it's a temporary boost, so, compatible with Meekstone. The -3, 4 power is generally too big for Derevi, but they have vigilance, so it's not that bad. I still wouldn't worry too much about the -6. It's better than the original Worship, but there are so many ways around it now.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I've been testing out Serra as an alternative playgroup-restricted Commander of my Avacyn, Angel of Hope angel tribal deck.
There are some interesting interactions I've found. Notably, with sufficient ramp you can have her in play turn 3/4 for a +2, then in the next turn make a -6 emblem, and recast Serra again for a -3 Angel.
Seems fairly good, but doesn't have quite the same impact as building up to Avacyn. Still requires more testing to figure out if it's worthwhile. Will be tough, as most mono-white decks can be rather tedious to play with such limited draw potential. Decks like Sram probably being the exception.

I mean she cost 4. Having her out in turn 4 requires you to play a land every turn but doesn't necessary requires ramp, this is nice.
The initial -3 Angel has more impact than the emblem, especially in the early game. The emblem can only win the game with some janky combo with Near-Death Experience. There are to many ways to overcome the Emblem, too. Like seriously everyone has at least his commander. If you want to do the Near-Death Experience Combo than I would suggest to add at least Angel's Grace. I think the Emblem is not worthwhile most of the time.
White has got the token doubling effect Anointed Procession and Planeswalker counter manipulation with Oath of Gideon in addition to the colorless options The Chain Veil and Forge of Heroes but is still missing supportive cards. Maybe with War of the Sparks. Still if you want to play a Non-Commander Planeswalker as Commander and don't care that this is Serra (sad I know) than any Elspeth will be better, just my two cent. I still hoping for a more commander friendly version of her.
