TLDR, Lazav + low cc creature like Invisible Stalker and Training Grounds, allow him to turn into any creature for 1 provided that you have enough reduction, at any time.
Of course, this also opens up Lazav to those obvious cheap but HUGE creatures like Phyrexian Dreadnought without their usual drawback. Entomb/Intuition suddenly lead to 2~3 turn kill, if not less. I presume it is also possible to use Morphling's ability to stack nine -1/-1 activation then swap Lazav with Phyrexian Dreadnaught to become a 21/3, therefore one hit kill.
One-hit kill aside, I think Lazav would benefit from his morphing ability if most of the creatures are 3 cc or less, so he would not have mana shortage in protecting himself. I will create a list of cards when I have more time, but here is a start:

Yeah I noticed the "not less than 1" part, so I corrected it. Yes, the stacking of Lazav is similar to Scion of the Ur-Dragon, where you stack ability before changing to something else, and because Lzav permanently has that shifting ability you have more leisure than Scion on this regard, just need a lot of mana. It is perhaps a lot easier if Lazav just hit as a 12/12 twice, than spend all that mana to put himself in danger.

It doesn't retain the P/T when it becomes a new creature. However, any effects on the creature still apply since it is the same object. This included P/T modifying effects like that of Morphling. So, it will still get the +1/-1 effect from Morphling's activated ability since it is the same object. For the OP, that means they can indeed make it a 23/1.

A lot of the cheaper really good Mairsil options will be good here for the same reasons especially Cavern Harpy as a save for Lazav but largely they play different due to one having to pay CMC and one not.
I've been researching things to do with +1/+1 counter potential. I was trying to figure out what could be done with a Walking Ballista as it would cost 0 to activate Lazav, the Multifarious.
I didn't come up with anything too broken unfortunately.
However I do think having a couple of really cheap Undying creatures is going to mean you can save Lazav; Butcher Ghoul, Treacherous Pit-Dweller. This way for 2 you can just let him him die and he'll come back with a +1/+1 counter.

I haven't thought about it much, but you can use Butcher Ghoul, Treacherous Pit-Dweller for the undying and Ashnod's Altar to always pay for the 2 to make Lazav an undying creature again. You need to remove the +1/+1 to get infinite loops. However you can't just make it a Walking Ballista to remove the +1/+1 counter as it'll die as soon as you remove the counter. So you also need some kind of buff effect so the Lazav/Walking Ballista doesn't die straight away as a 0/0.
For example Adaptive Automaton, Chief of the Foundry, Tide Drifter in play.
I guess Hangarback is a cheap way to put counters on Lazav if they are untapped at end of turn. The Walking Ballista Mikeaus thing is fine I guess assuming the deck will be running the sac outlets to make that do anything.

I'm no judge, but I'm certain that works as you expect. Walking Ballista says "It deals damage", referring to itself. Lazav is the same object all the way through; him suddenly having lifelink and Infect should apply to the pinging, too.
I think my favorite part about New Lazav is his mana cost. 2cmc is incredibly cheap, especially for a Commander you won't be playing out immediately anyway. Always on the lookout for tricky Commanders, and Guilds of Ravnica is pleasing so far.
You could cast Toothy, Imaginary Friend and build up +1/+1 counters on it. Then when it goes to graveyard you can make Lazav, the Multifarious a copy of Toothy, Imaginary Friend before the draw portion has resolved. That way you can put counters onto Lazav straight away for each card you draw.
It is possible to alternate between Undying and Persist creatures, but the cheapest creature I could find in blue/black for Persist is Glen Elendra Archmage.
I think I will rearrange the list to make it base on cc, much easier for deck building.
I think Bloodtracker is easier than Toothy in counter building, though it's good to have both because Lazav could copy Toothy while Bloodtracker dies, thus gaining all the +1/+1 back as you draw cards.
The Mirror-Mad Phantasm trick can be used to mill your library. The same one that Marisil players use.
So you copy Mirror-Mad Phantasm with Lazav, the Multifarious and then you can activate the ability and your entire library will be put into your graveyard because it will fail to find "Mirror-Mad Phantasm".
You can send Lazav, the Multifarious to the command zone rather than library and the mill effect still happens, I checked with the rules guys.
But obviously you don't just want to activate the ability unless you can do something with it. You could do a Dread Return plan to get Laboratory Maniac into play.
But because Lazav, the Multifarious only cost UB you could activate the Lazav/Mirror-Mad Phantasm for 1U and then recast Lazav for 2UB. Then in your upkeep, with no library, copy the Laboratory Maniac that will be in your graveyard.
This way you don't actually need supporting cards like Dread Return, Narcomoeba, Fatestitcher, etc, which can dilute your deck.
That kills one opponent at a time. So just going to depend on how far into the game, how much mana is available, etc, etc.
Might want something at zero (Ornithopter) or one mana (Slither Blade) rather than two (Invisible Stalker) for the unblockable part so that it's more mana efficient, because the hexproof part comes off when you make it a Phyrexian Dreadnought, so opponents can remove it anyway.
If I had the mana available and felt secure about protecting what I was doing then I'd go for the Mirror-Mad Phantasm win with Buried Alive as that will mean I can auto win, rather than killing off a single opponent at a time.
Could always go cephalid inkshrouder if you want to keep the shields up on whatever you're doing, like the dreadnought/infect plan, which it also provides unblockability for. Good choice to be your default state, to set up for a kill/win on a subsequent turn. Discard outlet, too.
Lazav strikes me as self-sufficient (as long as the graveyard is stocked) without the need for outside intervention, so I'd say Good ol' Greaves would be fantastic here (as though it wasn't generally great already). Haste would also be ridiculously useful since his casting cost is so low chances are you could just go into offense when you cast him in a pretty sizable number of situations.

You can also go with an infect rout. Any card that allows you to gain infect. Dreadnoight will still be a one shot 12 infect.
