Just to be clear, we are using Cloudstone Curio, right? It can make some of the worse kicker creatures actually playable. (And looking through Gatherer, I was surprised at how much stuff kicker had that is unplayable by modern standards.) You might also want some way to recur lands, just for Dwarven Landslide, Falling Timber, and Magma Burst.
Doubling Season, Primal Vigor, and Hardened Scales can help with, first, making Hallar more effective, and secondly, all the "ETB with N +1/+1 counters" creatures that kicker.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I didn't want to get bogged down in the actual Kicker part too much so I just built a machine to build a cannon and then you apply Hallar and one of the few cards with Kicker to wipe the board, or other things.
Stephen Johnson did a piece on Hallr over at gatheringmagic.com: Link
His deck centers around kicker as it should, though I would add at least Sylvan Library into it. His LD approach is quite useful as Hallar could ramp up both mana and damage while keeping opponent's resource down.

Probably need to add a Comet Storm at least.
