Simple as the title itself. A non-legendary creature you wish could be your commander. Like I have an example of what I would want.
Rootwater Shaman - Creature auras with flash. That actually sounds like a fun playstyle to me. Counterspell-lite if you will. As instead of just hard countering their stuff, you let it come in, then slap an aura on it that makes it virtually useless like with something as simple as Waterknot or steal it with something as powerful as Treachery. Also there are defensive creature auras you could utilize like Diplomatic Immunity or Fool's Demise. Plus it would be a mono-colored deck so what you see in blue is what you get.
Blaze Commando. It's a unique effect that isn't quite exactly replicated by any other card that I know of, and it would bring R/W in a it different direction from the usual if built around.

I support this idea. Commando is a rare occasion when new Boros referencing their old spell-slinging past, a characteristic WotC seems to forget or ignore.

This would be really fun! So different than most RW commanders, and gives some extra ooomph to smaller burn spells that are otherwise inefficient in edh.
I was also going to say Tamanoa. I like the unique effect and the name even sounds like it should have been a Legend.
Some that I would like would be Adarkar Valkyrie (cool effect to build around and it would make it tutorable with Sisay), Immerwolf (Wolf/Werewolf tribal), and Siege-Gang Commander (its even got Commander in the name).
Sharding Sphinx: I love the thought of a Blue creature who could potentially make an army out just being aggressive and with just a few creatures plus easy targets.
The one deck I did have a while and was fun: Godsire (and really, the rest of that cycle).
Gloryscale Viashino is another one I'd enjoy properly-legendaried (so it'd probably have some form of trample, haste or evasion built-in).

For one, it can be monocolor due to hybrid mana, if you're a monocolor fanatic like me.
For another, it and the other Lorwyn spirit avatars should absolutely be legendary, going by the lore.
Finally, it does something that no other legend in red and/or blue does properly or as well...
Skyfire Kirin not only requires a tribe that has very little support in monored, but it also doesn't untap the creatures it steals, or give them haste!!!
Yasova Dragonclaw is mandatory multicolor, can only steal creatures, requires a mana payment every turn in order to do so, and has an additional gimmicky requirement on top of that.
And that's all of the reasonably-costed 'threaten' commanders there are...
two creatures that I absolutely love but can never find a home for in decks:
Mirror-Sigil Sergeant - obviously this has color identity issues and legendary/copy issues but the effect is cool
Obsidian Fireheart - an extremely unique ability that I like a lot. the closest I got to making him a commander was in a Mairsil deck. I might actually revisit that deck and redesign it to just be obsidian fireheart support
I second Mirror-Sigil, if the ability was "At your upkeep, you may pay U: Put a 4/4 Rhino Solider Token with this ability into play." The cost of U fixes color issues, and the token not being a direct copy fixes Legend Rule.

Yes, we got actual 4-color commanders with C16, but the Nephilim should have been legendary for flavour reasons.
