Hes not exactly great in Voltron. He needs a decent number of dudes around him to get to a threatening enough size. Making lots of dudes is not exactly what Voltron is out to do. Otherwise he may be decent but its a lot of work.
In a keyword soup kind of deck, that would want effects like Concerted Effort, could make good use of it. Budget token decks could also make this into a strong beater but most of the time that is all it will ever be sadly.

EDH BRGKresh the BloodbraidedBRG, A box of lands and ideas.
Modern: RG Titanshift. A deck made of cards too stupid for EDH.
Retired: Lots. More than I feel you should suffer through or I should type out.
He's not the worst. Consider him in a deck where your commander has a ton of keywords, or at least critical ones (like doublestrike, flying, indestructible) and then just using tokens for other things is strong enough, in my opinion. In my opinion, either GW or GWR will make the best use out of him. White gives you access to the other cards that give you keyword sharing and some number of flyers/doublestrikers. Red just adds to that and adds in solid sources of haste. White also gives you access to some of the best uses for tokens that aren't attacking, such as glare of subdual and the exalted keyword (and many relevant sources of that, including the angel that grants it to all of your creatures.)
I have a Tymna the Weaver & Ikra Shidiqi, the Usurper beaters style of deck I have considered it in a few times. I think the key is you want kind of a generic aggro style of deck that does use some amount of numbers not to mention some creatures with some basic abilities. In my abzan deck my commanders could give mennace and lifelink and there are a lot of creatures in the deck with flying, trample, and a slew of other abilities I could give to it. I think its really better off if you are using a variety of beat down tactics for it to really work.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
I run it in a midrangey Samut list. It's a decent beater as long as you have a couple good keywords and other creatures. An evasive 6/6 with the potential to grow larger is a decent threat in some metas.

[Pr]Jaya | Estrid | A rotating cast of decks built out of my box.
Giving Majestic Myriarch Hexproof and/or Indestructible seems to be priority, which could be achieved via Egyptian Gods for cheap (always creature) and Sylvan Caryatid (need mana anyway). Thought about using Myriarch in Atraxa but the deck would be missing red.
I forgot about this card, now I want it for Ravos and Tana tokens. Trample and flying from the commanders and gets stupid big fast, it will give me another way to get around cards that punish you for attacking en mass.

Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
What do you think about this card? Obvious synergy with Samut, Voice of Dissent and Rhonas the Indomitable, though do people use him in voltron style decks?
