Being 4 mana just pushes it a wee bit above where I'd want this effect to be. For 3 I'd consider it more often, for 2 it'd be a slam dunk in more decks even if it was a 1/1.
exactly that. if it were even 1WW i'd play it. heck even WWW would be awesome!
While this is a decent effect, given the relative irrelevance of a 3/3 body in this format, I'm not sure it's something I want to spend 4 mana on - while some effects benefit from being on a creature, this one requires you to have instant speed ways of retriggering its ETB for it to be an upside, which isn't that common. The aforementioned Teferi's Protection or Dawn Charm are typically going to provide better protection for less mana.
It can be very good in decks that can return it to hand or sac it for value then return it to hand

The Meaning of Life: "M-hmm. Well, it's nothing very special. Uh, try and be nice to people, avoid eating fat, read a good book every now and then, get some walking in, and try and live together in peace and harmony with people of all creeds and nations"
Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
How much worse than Decimate do you think this is in this format?
I dunno, it's a good answer to a Superfriends deck, since it targets permanents. But there are better options in each of those colors, perhaps cheaper overall. And if you pick a permanent that somehow becomes an illegal target...well, hope you weren't too attached to that 7 mana you wasted.
Just wanted to mention that the spell only fizzles if all targets become illegal. Look at the ruling on Hex(Gatherer) for proof. (Or the rules.) This wasn't how it originally worked IIRC, but that was before my time.

Control: GWBGhave, Guru of Adaptability, UBWrexial, Milling Deep UAzami, Lady of No Infinite Combos GWU Derevi, Tempo Beats
Other: URGRiku of Too Much Mana, WUBRG Sliver Queen Enchantress
Its a great card I used it for years in my UW flash/control deck. When you are public enemy number one you need protection then you flicker it or return it to your hand and do it again and again.
But I replaced it with Selfless Squire when it was printed, its almost always going to be better, also I have other ways to prevent damage.
Nontargeted life loss, e.g. extort
Nontargeted mill, e.g. Mesmeric Orb
Proliferating an existing poison counter
Alternate win cons that don't target
Anything colorless. This kitty won't do a damned thing against an It That Betrays or a Blightsteel Colossus, as you would expect.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Great in the right place, I just haven't found a deck for it yet. The combat abilities are fantastic, it just needs a specific place given that the 2nd ability is symmetrical.
I love it, a great target to bring back with Gyrus since he could multiply token creation with the right board. Universal effect is always preferred in my eyes.

Viashino and Avens are my favorite magic humanoids. Lizardfolk are so much cooler with their own unique culture and intelligence. Hivis is very cool, I especially like how he was printed in a set with Rashida Scalebane and several very awful dragons. Zirilan of the Claw is more obviously good, but Hivis has had his moments.
A bit too narrow for my tastes. Strangely, it's still a color pie violation because you're gaining control of a dragon after EOT. Normally red just gets Threaten.

Arguably more crippling than a Blood Moon. And with the possibility of it being in any deck...
Depends on the deck. A deck full of greedy dual lands and the good fetchlands would be unaffected, as would something like a mono-black Coffers/Urborg deck. Somewhat surprisingly, the budget fetches (Flood Plain, etc.) get screwed more than the expensive ones (Flooded Strand, etc.)
High Market as a sac outlet stays tapped, but Phyrexian Tower doesn't. Manlands get locked down, but Cradle doesn't. It's weird.
exactly that. if it were even 1WW i'd play it. heck even WWW would be awesome!
that being said, it's probably a good thing i can't loop it with bishop of rebirth, teshar, ancestor's apostle each turn.
