Both the + and - are great value and a CMC 3 PW is rarely a bad thing.
The Ult is a bit odd, but since i'm bored by super-boring-friend builds i don't play towards them necessarily anyway.
Generally, the most rational way to look at walkers in terms of whether they give value in the first 2/3 abilities. Ult's are hard to hit and you really shouldn't stake your game on hitting them.
Dack does well in this respect. Being able to grab the sauciest rock at the table t3 or earlier is great value, and the looting ability is nice. He's decent value.

When he first came out, we as a group ran primarily artifact ramp(not many Gx decks, maybe 1 or 2 on a semi-regular basis). Sol Rings were common, but so were 3CMCRocks. This one guy dropped Dack turn 2 off of a Sol Ring/Signet, stole the other Sol Ring with 1 floating, tapped to play Worn PS. Untapped turn 4 with 10 mana available. Then , with Dacks rummaging +1 there was a steady stream of board building. It was pretty gross.
The Dack Daddy is always welcome in my U/R/+ decks. I think the ultimate was worded a little bit too carefully so it's a non-ability, but he does just fine with two.
Probably the closest thing to a auto-include planeswalker in EDH - if you're in UR, you need a pretty good reason not to run him. He's cheap, has two good non-ult abilities and is relevant in pretty much all stages of the game. If all you do is steal a Sol Ring, you're happy. If he actually sticks around and gets to add looting or god forbid a second theft, you've gotten some fantastic value for 3 mana and one card.
The -6 makes me glad for all those blue Twiddle effects.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
I'm kinda over seeing this combo tbh. The only better predictor than this combo of how little fun I am going to have playing you is if you own multiple copies of Rings of Brighthearth.
To be frank, most of the time this is a ritual, in the same vein as Turnabout generally is. It's a combo piece with Isochron Scepter, and very occasionally it gives you surprise blockers.

I've always wanted a simpler version of reset, but!
..it doesn't untap lands. I don't think i'm going to use it, since it just feels a bit too 'easy' to go off. And my opponents would instantly suspect an insta-kill if they see it.
It's an odd one - if I see someone casting it from their hand, I'm usually not that scared. If I see someone trying to put it on an Isochron Scepter, I'm in full panic mode....

If he activates twice in a game, you've gotten your value's worth. Never finish a U/R deck without him.
