I remember playing him in early Kaalia, long before Master of Cruelties was a thing. Decent finisher then, far from playable now.
Even then, he's only a finisher; at RRRR, you can't keep him around.
His only real value, I would say, is in Scion of the Ur-Dragon, where (and Skittles) provide a "transform into Moltensteel Dragon, pay a buttload of life, transform again into something with double strike or infect" combo. Not as stylish as things involving Necrotic Ooze or Laboratory Maniac, but it gets the job done.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Late but I need to comment on this card. Like, this is the epitome of a meme card. Everything about this card is so ridiculous including both of its costs. In a world where Atarka, World Render is a thing the only reason to run it is to just get a good laugh from the table after they read this card's...everything. I still have beautiful memories of opening up a foil version of that and making a casual deck with it, Dragon Roost,Kilnmouth Dragons, and Form of the Dragon waaaay back in the day. I wish they would reprint the card so I can have a modern frame foil copy. I would probably never in a million years actually run the thing in a deck. I'd just put it on display on my desk or something.
as for Meteor Blast, eh. There's so many better ways for red to make room for the bigger ones to fight in, you know.
The mana cost is pretty restrictive, you could only play this in max 2 colours.
We should note that it can target planeswalkers and is therefore situationally better than some red boardwipes.

I mean yeah, that's why he's a finisher. Kaalia came out in 2011, it is a far cry to the awesome toys we have today. Back in her infancy this was one of the better things, and you could wow people by stacking it's upkeep with, say, Oni of Wild Places to keep it around without paying RRRR. All-in-all, much much more fair than Master of Cruelties I'd say, and debatably more fair than Rakdos the Defiler (you can come back from a Rakdos swing, but a well timed Tyrant is gonna be light's out from a decently competent Kaalia deck).

I run Tyrant not to put it on the battlefield, but to dump it into my graveyard for three keywords on Cairn Wanderer.
With a pile of 9 creatures in my 'yard, Wanderer can get flying, fear, first strike, double strike, deathtouch, haste, lifelink, protection from all colors, protection from instants, trample, and vigilance. Off a single Buried Alive or Entomb, Dragon Tyrant is one of my best options. (Tyrant, Vampire Nighthawk, and Tahngarth, Talruum Hero is probably my go-to Buried Alive pile.)
It's a silly deck, with silver bordered cards; Mary O'Kill leads, which also means I can use Dragon Tyrant to get in some firebreathing commander damage if Conspiracy is in play (naming Killbot, of course). Switch Mary with Tyrant, firebreathe a bit, switch back. Unlike exchange effects or abilities like ninjutsu, Mary keeps all the changes because Dragon Tyrant was Mary O'Kill the entire time! Ohohoho!
meteor blast would be playable if it was an instant. as it is, i'd consider it unplayable. red has better options available. i can't think of a reason off the top of my head to run this over even wildfire or fault line or comet storm or even rolling thunder.
dragon tyrant on the other hand is pretty amazing. like a previous poster has said, i use it as a 1-hit kill for scion of the ur-dragon combo kill (for RRRRR, it commander damages a player out of the game).
Nearly strictly worse than Mizzium Mortars. (In fact, it basically is unless you only have two targets. You can fill in "oddball cases where I want to target/damage my own creatures".) If I'm already doing a Crucible of Worlds thing, I'd prefer Wildfire.

We house rule him that he can have Samurai cards of any color identity. Unfortunately there's not even a multicolor Samurai commander in existence that he can be mana fixing for.
Where is the best place on the internet to campaign for a particular commander? There NEEDS to be a Boros (at the very least) Sumarai Legendary creature for commander players to play.
I don't care what it does, I just want to get a Sumarai tribal deck with an actual Sumarai general.
Seriously have campaigns or requests happened in the past in some medium? Seems like this one is just not getting addressed, been waiting for like 5 years to fix this and obviously not on WotC radar.

Hmm... stuff your deck full of colorless utility lands and colorless artifact ramp so that the 6 white samurai with double colored costs are easier to cast, while playing good colorless cards to offset the fact that you're otherwise playing a really bad tribal deck?

We got Yuriko, the Tiger's Shadow. Eventually. I think part of the problem with these is finding/creating a plane that the flavour of feudal oriental themes fit for. And considering Kamigawa is somewhere we aren't likely to see again anytime soon, we're limited to precon's.

Cards like this are why I rail so hard against Niche Creature Types, Imagine if this guy was a Warrior or a Knight.
If you can get cost reducers like Urza's Incubator online, then Kentaro can cause some of your samurai to be free to cast, but you know, Samurai isn't a very comborrific creature type... or even good at beating down.

OH GAWD WHY?!
Blah, seriously. Samurai only really start to break even with their casting cost once you've got Takeno, Samurai General on the field, which, when you consider he's the MOST EXPENSIVE* samurai other than Lord Konda himself (and is a 6 mana 3/3 since he doesn't pump himself), is all but useless.
Seriously, to be a viable tribe Samurai need a low-ish cost general that makes them cheaper/bigger too. (Also, ya know, more GOOD samurai to choose from.)
We all know how awkwardly useless he is but I don't think enough people have talked about how this guy has one of the creepiest artworks to ever grace a magic the gathering card. This guy actually has more uncanny valley than the original prints of Solemn Simulacrum, Snapcaster Mage, and all those other cards that are based on photographs of players and I'm kinda glad he's an utterly pointless card so I don't have to see this unnerving abomination at any table I play at.

Without Conspiracy, Mary can get to a 3-turn clock (7/5 with Fire-Belly Changeling) or bigger (Ghostly Changeling or Taurean Mauler), gain deathtouch (Moonglove Changeling), stay alive in the face of removal (Skeletal Changeling), and gain first strike (War-Spike Changeling). She can also dodge Commander tax by letting a Killbot take the fall for her and staying in my hand.

We got Yuriko, the Tiger's Shadow. Eventually. I think part of the problem with these is finding/creating a plane that the flavour of feudal oriental themes fit for. And considering Kamigawa is somewhere we aren't likely to see again anytime soon, we're limited to precon's.
Cards like this are why I rail so hard against Niche Creature Types, Imagine if this guy was a Warrior or a Knight.

OH GAWD WHY?!
Blah, seriously. Samurai only really start to break even with their casting cost once you've got Takeno, Samurai General on the field, which, when you consider he's the MOST EXPENSIVE* samurai other than Lord Konda himself (and is a 6 mana 3/3 since he doesn't pump himself), is all but useless.
Seriously, to be a viable tribe Samurai need a low-ish cost general that makes them cheaper/bigger too. (Also, ya know, more GOOD samurai to choose from.)
*Tied with Samurai Enforcers and Silverstorm Samurai (EDIT: And Ronin Cavekeeper, also terribad), which are both honestly terrible, even with Takeno out.
