I suspect I diverge pretty drastically from the opinion of the majority of commander players.
I own this card, but I have never played it and I have no interest in playing it. It's nearly devoid of strategy or complexity imo. Just ramp a bunch, play mostly permanents (also boring) and try to win with a big value burst. It's probably the simplest, most obvious way to win a multiplayer game. Yawn. At least other "insta-wins" like insurrection or rise of the dark realms require some timing. I can think of few less interesting cards to me in the format.
I consider cutting it in my Abzanchantress deck. It always feels win-more there. One time midgame I played it for six and hit a P.Deed, which I sorely needed....so I can’t justify removing it yet.
Triple colored mana can be a mild problem in multicolor, but green's the best at mana accel, and let's be honest, you're going to be tapping out for this, with 10 or more mana.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
These types of effects sit in a weird place, cause usually if you care about tribe you build around it already. This one has the potential upside of hitting opponents stuff to, but I'm not even sure how I'd use that off the top of my head.

The wording on this and the official Oracle wording offers some interesting insight into the intent behind this card and the evolution of the game.
For example, does "wall" as a creature type even matter anymore because of the creature updates and the addition of Defender? Wall as a type no longer carries that baggage as I understand it
Play with Peer Pressure from the same set, as long as you're confident you're going to have the most creatures on board when it resolves. Has some niche use in decks like Sliver Overlord and Mistform Ultimus. Generally too narrow for a single shot effect and I'd put it behind Unnatural Selection and Arcane Adaptation at best.

I used it an instant board state combination with Utvara Hellkite in a weird Red/Blue flying deck I made a very long time ago. Other than that, I see it as a situational tribal hose card.
One of the cards that I missed out on acquiring before they spiked in price. Would probably not be interested in building around her as a commander, but she sure is nice as a 1-of-99 in the right deck.

Probably the most powerful, but under-looked card to included in your 99 (not as commander) that exists.
You need so few card targets to get value out of her. If you expect to get 2-3 uses out of her, then a deck only needs 3-4 targets. However I bet if you did a statistical breakdown of the average commander decks, you'll probably find a much larger frequency than that.
It's her ability to get legendary lands that really send her over the top in my opinion. Planeswalkers are a nice addition as well.
Her ability is in my opinion the most powerful of all the commanders. It's her color pie however than keeps her from being the best commnader in all of Magic, and to a lesser extent her cost. If she was mono-blue or blue-any other color, then she would be the best commander period.
Sisay lends herself to whatever way you wanna play her. Value, stax, combo, toolbox...she's just obscene. I can't count the number of times I've had to protect her because people see her on the field, and immediately see the problem. Quest for Renewal and Paradox Engine just cause her to go bonkers.
She was actually the first deck I built with a clear theme, and I love it. As darrenhabib pointed out, the fact that can get ANY legendary card(and now I realize that means the new legendary sorceries...OMG, I hope they expand on that more) really puts her over the top.
At the risk of sounding pretentious, I love the ludonarrative design of this card (even if it is a little on the nose with the flavour text) as the Weatherlight's captain not because she's the strongest fighter but the strongest leader. Gerrard is the result of millennia of eugenic manipulation by Urza, yet he could never succeed in his task of stopping Phyrexia on his own, he needed certain qualities that Urza's program couldn't instil in him. Sisay was the one who could assemble and lead the crew that got him where he needed to be.
I remember getting a FTV foil early on when they were cheaper then simply on the basis "I'm sure I'll use this somewhere", which turned out to be one of great decisions, especially when the whole Legendary Planeswalker change caused a prize frenzy on Legendary-Matters cards later (it has more or less cooled down, but like everything concerning price rises, it never completely recovered and won't until a literal reprint).
She's probably the linchpin card for maintaining the "Legendary" theme in my Karador deck, although admittedly she was initially added to the deck because it made finding Kokusho a lot easier, but her addition allowed for a lot more variety than Kokusho in a more unique direction.
The last year has given her plenty of toys: "Historic", legendary sorceries and planeswalkers. And in the 99, even more, since she'll always be limited by color otherwise.
I actually now think of Dominaria as the "bottom-up legends plane" and Kamigawa and Theros as the "top-down legends planes". (Innistrad's also top-down, but doesn't have so many legends.)
