I used to be a big deal so I have one and I most recently tried it in my mono red dragon ramp deck (It would of been better if I owned a scroll rack). It gives effects that used to be difficult to get in some colours. Basically there have just been so many tools printed for mono colour decks recently that this has just been pushed out.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Wow, that is awful. At least that can save you a damage or two? I mean you at least know what you're getting with that. Of course it's still, wow that card is so bad. Like Zephyr Spirit bad.
I used to love Drudic Satchel. I tried to find an excuse to run it in pretty much any non-green deck as a way to try and accelerate out lands. The issue is that it is so slow an inefficient at what it does that if you don't care about making tokens or gaining life it just isn't worth it.

I hate this card. It can be a backbreaker, or frustratingly weak, and I've seen it used incorrectly in infuriating ways far too often (getting pointed at the mono color deck rather than the more threatening tried color deck in order to get more value, when what's really important is taking out the threatening decks counter protection for it's combo).

Persecute is not strong enough for EDH. I much prefer Mindslicer for my mass discard.
I hate this card. Ive seen it misplayed often, aimed at the mono color deck to be more likely to break it's back rather than at the 3 color deck digging for a combo to get rid of the pieces or protection for it. "I'm going to persecute the mono white guy" "sure you don't want to aim it at the Jund token deck with board position that just cast demonic tutor?" "Nah fam" mono white discards 5, Jund untaps and casts Hoof ftw.
This can be a powerful card, but there are several situations where the best play is using it as an over costed wonky thoughtsieze, targeting specific cards you think they have, rather than as the blowout it can be. Every once in awhile, you'll pay 4 to make one guy discard a bunch AND have it be the right move, and that feels good, but it's not enough payoff for the times when you need to hit the multicolor deck for 2 cards, and the many times it's just unfun to use. Not to mention, it's exceedingly unfun to get hit with, because it targets one player, putting one guy behind. I mean, yeah, hit the mono blue player holding a grip of 15 from her con sphix and you'll be a hero, but good luck getting it past her counters, so mostly to live the dream of a 4 Mana Wits End your going to be targeting the durdly mono color deck, probably the least threatening player at the table and most likely to not be able to recover.

I guess a lot of us have different standards for "bad". I mean, not to say the opposite of bad is "good", since there's still "niche" and "the best in my colors/budget", just to name two options. For me, Rakalite is an example of Too Much Mana bad; see Razor Boomerang for a Modern example. (And it's not even the worst, because it still does something.) Druidic Satchel does as well, unless I play something which actually does nothing.
Anyway, those are just my thoughts on what constitutes a bad card.
Which brings us to Persecute, which isn't bad at all. It's one of those that can be played several ways. On the one hand, you're looking for specific cards to take out combo decks. On the other, you can get massive card advantage against monocolor decks. But artifact decks have their own combos, which Persecute can't do a thing about.
Spell recursion really helps make this card ridiculous. Or just playing Gitaxian Probe first.

I do enjoy the flavor of the card, but don't see much point in casting it.
My second favorite grixis commander is Crosis, the Purger, who is frequently sleeved up as a commander when I'm between grixis deck themes. His hit is a 1-mana less persecute, and his colors allow for meaner plays like cyclonic rift in response to his on-hit trigger. In very early versions of Crosis I tried double-strike tricks too like psychotic fury or equipment, but more control based spells are better.
But using his ability as a single 1-shot card like actual persecute seems pretty bad. It may work in 1v1 casual kitchen table magic where the friends tune their decks to hate each other. I'm sure people still do that.
If I didn't know better I would say this card was designed for the Lord Windgrace precon deck. It honestly seems custom made for that deck. Play Nantuko Cultivator, dump a bunch of lands into your yard for Windgrace to regrow, and then refill your hand (hopefully with some gas).
Yeah, I hadn't even known this card existed until it was selected for the card of the day. It certainly could go well in my Windgrace deck, which includes both Gitrog and Borborygmos Enraged. Yet another one to consider trying out. That list is getting pretty long... there are an amazing amount of cards with high synergy for a Jund lands approach.
It's cards like this that further highlight the... peculiar choices for inclusions (or lack thereof) in the Lord Windgrace precon. While land reanimation isn't the most common strategy, bein able to dump extra resources you don't need for real gas is choice. Prior to the more recent growth in green draw spells, this was also one of the better ways to restock a hand in green.
And yeah, I don't expect Lord Windgrace to bring out Hazoret the Fervent (Yeah, I'm still trying to keep my posts from having those abominable Invocations.) or The Gitrog Monster but this would be a good substitute.
Time to dust this guy off for Lord Windgrace. Maybe Overlaid Terrain as well.

One of my first rares, and maybe the only way to get lands into my graveyard for Forgotten Harvest in my first deck. It wasn't really working out. But I do love the nantuko tribe, they're a lot of fun and have a cool design. Insect ascetic monks who transform into horrible undead creatures when they die? Nullmage Advocate is a pretty good card for this multiplayer format in particular. There's always someone ahead and someone behind.
