Can't imagine this makes the cut in any reasonably tuned (anything above precon level) deck. The payoffs just aren't there for the four mana invested.
Agreed. The card seems great up until the point where it reads "It deals X damage to you", after which you wonder whether you should be Donateing the sucker instead (at which point, just use Demonic Pact, Immortal Coil, or Forbidden Crypt)
I really like the sagas and build a casual standard deck using this and thud not long back. I can't see how this would be particularly relevant unless you were also planning to Fling the thing, so maybe in 1vs1, but the opponent has multiple turns to try and prepare. Could always try Intervention Pact in response to it damaging you..
At no time during the resolution of an ability do you have priority to cast Intervention Pact. Before the ability of Chainer's Torment resolves the X/X isn't on the battlefield to choose as a source, and after the ability resolves it's already done the damage to you.

I have a deck that wants to lose a lot of life so it can use Repay in Kind and other such effects, and I wouldn't run this. Its actually quite bad at being a self inflicted wound card. I'd rather have necropotence, lich, or any number of other cards that can take me down to almost dead immediately. Half is just weak, and this is slow.
On the other hand, its cute with Pariah on a Stuffy Doll. Or Circle of Protection: Black with its homey Darkest Hour, which is perfect for a more casual Teysa deck. But cute is all it is, so you'd have to be making an intentionally lower powered deck for this to be on your list (this won't help an unintentionally low powered deck because it needs work to be playable, but an intentionally low powered deck can be well built and all about goofy synergies).

I actually ran it in my "Seven Sagas of Rona" deck.
There are a few decent synergies, biggest one being disciple of bolas, greater good, or momentous fall to draw a ton of cards, which is the only thing that could reasonably be called "good". Giving it lifelink, evasion, haste, and/or protection is also a decent choice. Failing at that, having a backup plan of miren, the moaning well, diamond valley or Temple of Aclazotz in response to removal prevents it from being too bad.
The other sillier thing you can do is use something like power conduit or ferropede to keep it perpetually in the drain mode (Although then you've mostly made a more complicated palace siege). If you REALLY want to get crazy, proliferate it with thrummingbird or something, while also stripping the counters off with hex parasite, so you're draining 4 a turn.

It's passable if you have a way to gain that life back, like Trostani, Selesnya's Voice or giving the token lifelink.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

How i feel about competitive players and casual players in EDH: The competitive are german tourists, the casual are italian tourists, both in a italian beach. The italians asking themselves "why are the germans here?" make a legitimate question, the answer is because the beach is beautiful, no matter the country you came from. The italians wanting to ban the germans are dumb, because if the germans pay for their stay and follow the rules like everyone else, they have the right to be in the beach. Hovewer, if the germans started to ask themselves "why are the italians here?"... they would be dumb as hell.

Needing a turn cycle to do its thing or haste to break it makes it a little vulnerable. But that's a fair thing considering the crazy stuff it can do once it's unleashed.
