The problem with counters is that others an counter your counterspell. But a hydroblast cannot counter a hydroblast so that problem isn't relevant.

I dunno...5 is a lot for ONE R. I'm sure it helps building your storm count, or other straight burn spells, but that seems too lopsided to me. Ran it in Niv wheel, wasn't impressed. Ran it in mono-red burn, wasn't able to see it work enough to justify its slot.
I am a fan. This is a good thing and when you use good things, good things happen. Can also be a great welder target that isn't inherently busted like memory jar is.
Pyromancer's Goggles is one of those cards that has been on my wants list for ages, but i've never ordered one.

I've never seen it doing any work, but i can imagine it being pretty good. But that 5 casting cost is a really painful cost. I mean seriously? If the ability was "R: add R to your mana pool...", then that'd be significantly better, being able to copy multiple cards. Or giving it an untap ability.
On the previous card that i ended up missing though, final fortune is freaking awesome. I don't think i've ever won a game after resolving it since my old sligh deck back in the type-2 day. But it's still awesome though. I've had plenty a doomsday pile with that, world at war, and final fortune to go for the win. also, i don't know how to show it, but final fortune (the italian version of the card is called tutto per tutto. I just found the name awesome).

Goggles also work well to make a duplicate of a copy spell like Howl of the Horde.

This does not build storm count. Note "putting a copy of a spell on the stack" =/= casting a spell. Storm cares about casting spells.
