Open the vaults is good, but not great. I'd rather have replenish, but it's not on the reserved list, so that counts for something.
But as long as you're the one using enchantments and whatnot, then you're more likely to be abusing it than anyone else on the table.
I was lucky. I got a Replenish in Urza's Destiny limited. And a Yawgmoth's Bargain because why not. Actually, most of the first Urza's Destiny rares I pulled led me to speculate that only one guy designed it and no one bothered to develop it. (Which has since been confirmed.)
This does also return artifacts, which can have potential in decks like Eggs, Affinity, and the like.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Trying to eliminate instants and just specify timing for "sorceries" was possibly the weirdest part of Portal's design, and this card's restrictive timing is a victim of that. That being said, this is better than just a bad Fog in two ways: it stops only the damage dealt to you, so you can cast this and then make advantageous blocks anyway to kill the creatures you need to even while fogging; and it stops all damage from attackers rather than just combat damage, so it can Fog things like Inferno Titan or an attacking Hellrider.

I don't have the heart to dedicate fog room in my decks. It's a shame because saving an opponent from expected death by the hand of another is one of the best plays. Of all the fogs I like the flavor of Fog Patch variants the best, even if they are stupid bad against trample creatures.
This is a good Fog, and if you're running a dedicated TurboFog deck I assume this is top 10 and maybe Top 5 in monogreen? I do prefer the reusability of Constant Mists and Moment's Peace and it's hard to beat being 1 CMC like Fog. Also this profits most if you are running creatures, but if you're running creatures you're likely better off with Spike Weaver and Dawnstrider as your reusable Fogs. Still, after that its closest competition are Tangle and Respite and all three are situationally powerful and worth a look.
I like fogs a lot. This isn't a bad one and I don't think I've really looked at before. I'd put it behind Arachnogenesis and Winds of Qal Sisma, mostly because it's easier to set up blowout plays with those, but I think I'll pick one of these up sometime.

I didn’t know that this card existed. It’s a pretty good Fog variant if that is your thing (or if it’s your theme in something like Angus Mackenzie). I personally would prefer Constant Mists, Moment’s Peace, or Spike Weaver, but I like the flexibility of Heavy Fog.
I disagree with this. If your plan is to Fog forever, there are much better versions of the effect. I would run this specific card as a miser is an aggro deck. I like having a Fog or two in my decks that habitually turn everything sideways to protect me from the back swing, and this works better for that purpose than most. It synergizes with having a creatures that can block, and it doesn't save your opponents. So an aggro deck running this could both play defense for a turn by blanking an alpha strike and killing things for value, or it can do things like survive a Craterhoof Behemoth that cleans out everyone else and then steal the win on the back swing.

There's something awesome about being able to use quirkiness in the rules text to your advantage. Especially these weird ones from portal. It's pretty obvious what they meant for it to do in spirit, but what they wrote means we can abuse it just that bit more. I really like the idea of using this to kill off opposing attackers in only beneficial ways instead of simply trading.
My favourite amongst these weird quirky portal cards is Riding the Dilu Horse - I guess putting the caveat of "until end of your turn" was too complex for a portal game, so they just didn't add it in.. or something.

No, no, it's dumber than that. After all, Riding Red Hare was in the same set.
Auras were too complex. Easier to just remember a one-shot effect that doesn't end, right?
Does Evangelize get through hexproof...since the opponent is targeting the creature?
Nope. It's still your spell. Kind of the Reverse of Diaochan, where your opponent chooses the target, but can still target your hexproof stuff, because it's your ability.

I always have an intrigue for one sided fogs, but have never gotten around to building a deck that can use them well. I've mostly stuck to repeatable effects so far, or Sunforger options.

It's true that Heavy Fog blocks only the damage dealt by your opponent's creatures, and not the damage dealt by your own creatures,but only to you. This means that you can use your creatures to block to get kills, but they could be killed too. This could be useful, but if you want to abuse an effect like that is better to use Winds of Qal Sisma.

These are more than fine, passing the 2 = land test beautifully for painlands, which are perfectly respectable duals.
It costs 2. Development wants colored mana rocks to cost 3 or more now unless there's some drawback.

Fantastic cycle of mana rocks. Non-green decks should almost always be running all the ones they can, and green decks should seriously consider them.
As for the rest of the cycle, it's not impossible. I can't see it happening in a standard legal set, but there are enough supplementary products around these days that there should be somewhere Wizards can get them in, and they must know by now that they're wanted.
I feel the card name of "Talisman of Dominance" is far too cool and splashy to be given an early game mana rock...

It's still not a bad rock though. Though i don't run blue/black in EDH anymore. did these things really warp standard? i couldn't really see that happening, since colour fixing and ramping just speeds up the format, which makes games more interesting, right?

My thoughts exactly. I thought this was something like a mindslaver-like artifact or magistrate's scepter, power-level wise.
It's still not a bad rock though. Though i don't run blue/black in EDH anymore. did these things really warp standard? i couldn't really see that happening, since colour fixing and ramping just speeds up the format, which makes games more interesting, right?
