Hi! And welcome to EDH. If you have those commander decks you mentioned (did you mean every deck from the 2013, 2015, 2016, and 2017 commander sets?) then you have a great start. The multiplayer commander decks section of these forums is a great place to begin looking for a deck idea, especially if you know the colors. Since you already know the color combination you’d like, I’d first look at all the possible commanders, and pick one that you like and might fit your play style. If you go to the commander primers, a list located here, will give you a list of Primers organized by color. Primers are thorough decklists with explanations about what the deck is, how it works, why certain cards were picked, and strategy with the deck. They’re great resources for someone in your position.
If I were you, I’d look into Dragonlord Ojutai. I’ve played with the card before, and it’s very good. It will allow you to play defense, it will allow you to attack with flying creature(s), and it is a source of card draw when needed. You should be able to find a deck, previously made, in the multiplayer commander decks section of these forums. I’d check those lists for ideas first, then go from there.
I'll second Dragonlord Ojutai as a good commander. It's a decent threat, hard to remove and provides not just card draw but card filtering. It also doesn't tie you into a particular strategy the way some generals do - while he's perfect at the helm of a control deck, pretty much anything you're doing in this format can benefit from a decently costed beatstick that gets you cards.

Ojutai doesnt look interesting. If I want to look at the top X cards and draw one of them - I know other cards. Playing Ojutai just for the sake of his specific ability is ehhh...

The issue you'll find with Derevi, Empyrial Tactician is that he (she?) is known as an overly powerful general, so in playing you might find yourself the focus of the table until you're dead, even if your deck isn't built as a more traditional Derevi build. He (she) also lends well to a very controlling playstyle, which doesn't sound like what you're looking for. You did mention you're looking for a casual deck.
If you're willing to dive into other colors, such as green, that opens up your options. You said Ojutai doesn't sound interesting, which unfortunately is very subjective. What do you find interesting? Perhaps you would find a deck with Rubinia Soulsinger, or even Rafiq of the Many more interesting.
From a more casual perspective, I might consider Brago, King Eternal. He fits your interests in that you could repeatedly blink things that generate tokens, which sounds like something you'd be interested in. You could blink things like Captain of the Watch, Cloudgoat Ranger, etc. If you add in green, maybe using Roon of the Hidden Realm, you can use cards like Parallel Lives, Doubling Season, and Anointed Procession to double your tokens (and green adds other great token generators). Within your collection, I think you could create a solid bounce deck.

Now that I started building this UW Temmet token unblockable, having Roon as commander might be too strong in my playgroup.
I think that I'll stick to Temmet...already gathering cards and I like where this deck is going.

I admit that my deck building is not good enough (new player).
I'm looking for fun and casual WU deck using cards from the listed above set.
Of course I'm not expecting you to give me full deck list but any direction would be nice.
I thought maybe generate white tokens for defense and use blue unblockable and/or flying to attack.
In your desired colors, looks like some of your choices are Brago, King Eternal, Bruna, Light of Alabaster, and Ephara, God of the Polis for approved primers. In addition, I know some other generals in your colors include Geist of Saint Traft, Grand Arbiter Augustin IV, Dragonlord Ojutai, Daxos of Meletis, Noyan Dar, Roil Shaper...the list goes on.
