edit: the link is not working now because the site is understandably getting hammered, but it appears to be real, and its not April 1st.
edit2: Contraptions do not count against your 99, but you do need at least 15 of them if you are using contraptions. They also had a special note on Spike, rule 13 still exists, and she can only grab banned cards from outside the game that your group is fine with.
ISB mod edit - I added card tags to the banned cards. Also we have a copy of the announcement on our page here.
Don't know why they didn't ban Baron Von Count since "destroy target player" literally means to physically beat up your opponent instead of playing Magic. So unless they meant that the player goes to the graveyard physically unharmed then I'd be okay with that. Why release a card that promotes bullying others? I know it's an Un-card but come on!

Unstable looks like a blast. Shenanigans everywhere. If only there was a casual-focused format dedicated to fun and silliness to play them in.
...
Hey, wait, we have one of those!
Until the next banned list announcement (January 15), silver-bordered cards are legal in Commander.
Yes, you heard that right. Dust off those Fruitcake Elementals and unleash the unsanity! It's time to celebrate Unstable.
The following cards are banned. They have rules that span multiple games, which is problematic for single-game multiplayer, are variants of cards already banned, or are too nightmarish for even us to contemplate:
You should be careful with the following cards. They work OK within the framework of Commander, so we aren't going to ban them, but are likely to give your playgroup a headache or lead to problematic games if you're not careful. Use them responsibly and remember that if you're playing cards your opponents don't enjoy playing against, they probably won't want to play with you any more:
Personally, I recommend avoiding the Gotcha cards, as they're a fast way to lose friends, but they're not terribly broken in the wider context of silver borders, unless you use them to collude. But, if you're doing that, you've missed the point entirely.
Contraptions don't count against your 99. The correct thing to do is put one of every one of them into your contraption deck, but that's up to you. Make sure you have at least fifteen.
Finally, for all of you who are falling over themselves to play with Spike, please remember that Rule 13 exists, and she only functions under whatever rules the rest of your playgroup sets for her.
We hope people will use these cards in the spirit in which they are intended. Go, have a good time. And summon lots of squirrels. The Earl demands it.
Lol, that would be hilarious. You'd have to play the side game under the table, then the other side game on the floor next to the table, then the other side game on the floor on the other side of the table.

EDIT: Conspiracy theory: This lends a card (haha) to Cryo's feeling this is just meant to help WotC sell unstable
It's also possible that they felt the "everyone is at 1" limitation was sufficient to make games fast even if one nests the subgames, while Enter the Dungeon has the "under the table" stipulation that might be difficult for some players.
The problem with defining this format by what is "fun" is that everyone seems to define fun as what they don't lose to. If you keep losing to easily answered cards, that means you should improve your deck. If you don't want to improve your deck, then you should come to peace with the idea that you are going to lose because you chose to not interact with better strategies.
Honestly I'm probably just going to play with Contraptions. Not sure if there's any cards in any of the sets that I want to use beyond ones that build contraptions.
My love for the RC just grew tenfold today. So amazing.

The "Crazy One", playing casual magic and occasionally dipping his toes into regular play since 1994.
Currently focusing on Pre-Modern (Mono-Black Discard Control) and Modern (Azorious Control, Temur Rhinos).
Find me at the Wizard's Tower in Ottawa every second Saturday afternoons.
Such a good idea. Let the crazy flow, for just a little while. Encourage people to have a good time and brew with hundreds of new cards! Yay!
Now, the banned list is kind of weird. They caught some logistically bad cards, and some combo cards, but not others. "Ach, Hans, Run!" is pretty much a win condition, as is Spike. And Frankie Peanuts with coercive logic just reads: "Target player loses next upkeep."
Beyond this, you can construct all kinds of Rube Goldberg scenarios with Un-cards, but that's no different from regular Magic.
I feel like the list of cards banned does not go deep enough. This might be because it is a temporary measure but how is Spike, Tournament Grinder not on that list anywhere?
Holy cow this is the most inelegant answer I have ever seen the RC implement. I am sorry but a temporary unbanning with a planned removal of these cards???? Why even bother with this. I don't want to invest money into playing / getting these cards for that span of time.
So, since Sheldon tweeted that there was going to be an update today I was thinking about how they possibly could ever allow silver boardered cards and in the end I came to the conclusion that there was no nice way to do it because it would be way too messy. I was right.... its way too messy and that is why they implemented it temporarily.
I have been playing commander since 2010 and in all of my time playing commander, really the only other thing I disagreed with the RC's decision to do it was the change to banned as a commander. When they made that change I understood why they did it though and so for the most part I was just a little annoyed with that change. This change is super inelegant, its temporary, and it just flat out pisses me off. I don't want to take part in some temporary **** up the format experiment. This is so negative for me I do literally want to crawl into a hole and not play commander for the next two months. I cant even express how violently opposed to the concept of this temporary table flipping of our format I am. So here I am saying that this is by far the most annoying thing the RC has ever done and I am so violently opposed to what they are doing here I felt I had to make a post about it.
Like I said though, their bannings didn't go deep enough and far more than that, the fact that they would just temporarily **** up the entire format really pisses me off. This to me is sort of in line with what if we unbanned Braids, Refellos, and Erayo entirely but only for the next 2 months. Why are we doing this dumb experiment of theirs. I ABSOLUTELY WILL NOT PLAY ANY OF THESE CARDS! My issue is that I am forced to play against them and these cards are one of three things 1) bad cards 2) troll cards 3) broken as **** cards. Sure there are a few fair cards that could flavorfully fit in some decks but when you temporarily unban something like this you are going to see the broken and troll ass cards far more upfront and given the small sample size of time we have I have no reason to think that someone is just wanting to innocently play Sword of Dungeons & Dragons against me.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Well they didn't bother to ban her because in their eyes Rule 13 means her rules text is "BBBB: do nothinv" (imagine that's phyrexian mana but I'm lazy)
Of course, we all know that she will be an endless string of arguments.
I imagine that are tame discussions concerning silver-bordered cards were because you in no way, shape, or form expected the RC to ever allow such a thing. That was your safety net. So for the most part the discussion of the possibility was at most an annoyance. However, you ironically predicted the outcome. The only way you'd accept the idea of silver-bordered being legal in Commander is if the RC themselves allowed for it. And here we are.
Of course, I have mixed feelings but for the most part, I'm thrilled. Most of the broken cards are officially banned until Jan. 15, Happy Holidays promos were mentioned, and a rule for contraptions was established. I'm still against playing with cards that are too warping to the game itself, not to deckbuilding. For example, I'm against the gotcha cards, cards without integers in them (fractions, pi, infinity, etc.), dexterity cards, and subgame cards. I'm also against cards that mention flavor text, artist, expansion symbol, watermark, collector's number, rarity, whether it's premium, etc. at least online via Cockatrice or other platforms because what's to guarantee me which version of the card your playing? That would only fly in real life.
Instead of wallowing in a hole of hated filled with violent fervor and opposition, may I make a suggestion? Being as the RC already temporarily green-lighted silver-bordered cards, ask anyone who you'll be playing with if they're going to be running them. If no one is, then play as normal. However, if someone is, at least bring a list of cards you'd accept to face in a match. Ask them if they're running any cards not on that list. If not, then if you're too opposed to play then you can sit it out or maybe they'll play with a deck you're fine with playing. Again, the spirit of commander is casual. Sure, there are plenty of spikes and competitive players in commander (I myself have many competitive decks as well as casual ones), but there are pieces of cardboard that I've always had that I can now legally play with. There should be some cards you're okay with facing against. Maybe Dr. Julius Jumblemorph, Grusilda, Monster Masher, Timmy, Power Gamer, Johnny, Combo Player, The Big Idea, Grimlock, Dinobot Leader, and others aren't worth flipping the table over if you see them at said table.
What I do agree 100% with you is the short time window. Sure, this will allow lots of experimenting in order to see just which silver-bordered cards may make it to the cardpool come Jan. 15. Maybe none of them do. Maybe only the legends (apart from Dr. Richard Garfield, Ph.D., Frankie Peanuts, and Spike, Tournament Grinder) will be legal. Maybe only the cards that care about contraptions as well as the contraptions may be legal. For now, they're sipping at the Kool-Aid and I like it. Hopefully they only allow cards that don't warp the way the game is actually played in black-bordered; they'll unban cards that would be viable in eternal. Here's my suggestion for a list of cards that could be unbanned for commander:
I feel that is a solid list that only contains cards that are close enough to black-bordered as possible. It's also lengthy so there's lots of things to play around with it. Hopefully the RC considers something along the same vein.
My YouTube Channel: The Commander Tavern - a channel I just started where I'll post deck techs and gameplays. Please support by checking it out. Maybe you'll like its content and subscribe! Thanks!
I see this as more a trial run; if people have fun with it maybe Silverborder is in EDH to stay.
You are right that some cards are just broken, but Spike, Tournament Grinder does nothing as "Sideboards/Wishboards/Your entire collection" cards still adhere to the rule of only fetching cards in Exile for Commander unless your playgroup socially rules otherwise, and there's no way to get banned cards into exile when they can't be in anyone's library to begin with.
This really puts Social Contact to the limit. If your playgroup has someone who intends to The Countdown is At One-ception the table for 20 minigames, or use Frankie Peanuts and "Gotcha!" cards to make everyone's lives miserable, that's something you should talk to them about like adults, just as you would to the player that plays Ad Nauseam Tier 0 combo decks that kill on turn 1 or 2.
It also puts the ability of average playgroups to understand the rules to the limit, as I've seen lots of people already assume that Baron Von Count allows you to hit people (nope) or that Rules Lawyer, cloned by a Sculpting Steel, means you and all your permanents are 100% invincible (it doesn't, as State Based Effects aren't what allows Doom Blade, Vandalblast, or Swords to Plowshares to wreck things, so your opponent will still have lots and lots of outs), or that if you More or Less a dice-rolling contraption like Boomflinger it creates a "divide by zero" stalemate (MaRo has clarified you take averages and do your best).
