I'm wondering if anyone is aware of any decent cards for a mill style strategy in these colours. Anything that can help put a graveyard into a library or exile would be considered - its just really hard to search for this effect on gatherer as it can be worded in different ways.
Bear in mind my threshold for "decent" is pretty low.

EDH RRGrenzo plays your deck, GGYeva's mono green control, WW9-tails trys desperately for monowhite not to suck RWBUTymna and Kraum's saboteur tribal, UWG Kestia's Enchantress Aggro, RUB Jeleva casts big dumb spells, RGB Vaevictis' big critters can kill your critters hard
Milling you or your opponents? You have looting and Commune with Lava effects in red and dredge and Commune with the Gods spells in green.
Is impulse drawing really self-mill, though? I mean, the only reason I can think of to mill that way is Laboratory Maniac, and then I already have Braingeyser and Blue Sun's Zenith. For self-mill intended to put things into the graveyard, red has looting-type effects.
If money is truly no object, let me tell you about Bazaar of Baghdad.
And of course, Static Orb is a nice mill card we all can enjoy.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Wheels do a pretty good job of it in red, at the expense of refilling your opponents' hands as well. I've won by mill in mono-R a few times thanks to Wheel of Fortune/Reforge the Soul/Memory Jar/etc.

[Pr]Jaya | Estrid | A rotating cast of decks built out of my box.
But based on the wording in the OP it sounds more that you are looking for cards to mill your opponent. If you want to mill your opponent, you don't get very many options; Book Burning, Petra Sphinx, and Guild Feud are the only non-artifact options that I can come up with. After that, you would need to go with Wheel effects.
Jeez, thats slim pickings. Looks like its almost entirely the mill artifacts. Though I took a look through and saw that there is enough for a terrible 'mill suite' in a non UB deck...

Fair enough. Of course, for self-mill, green has the best in the game. Another favorite of mine is Life from the Loam, mostly because it makes an effective mana sink/storm enabler when paired with cycling lands.

The classic green one is Mulch. Come to think of it, green can loot too.

On phasing:
Altar of Dementia is always a good card. WRG has a lot of big dudes.
You're probably thinking of Mesmeric Orb.

Then of course, you have colorless options in Ulamog, the Ceaseless Hunger, Keening Stone, Millstone, Grindstone, Altar of the Brood, Altar of Dementia, Mesmeric Orb, Crumbling Sanctuary, Grindclock, and Mindcrank.
