I ran into this last night Solemnity + Decree of Silence in a Narset deck, its bad enough they take a ton of extra combat phases but is there a way to stop this? Does Krosan Grip get around this? or is there something else I'm missing to stop this? He doesn't play this deck to often but it looks like he made some changes and I was not prepared for the above.

Split Second does not prevent triggers from triggering.
Maybe go "nuclear" and play Obliterate (Misread it; thought it blew up enchantments). I think it is a difficult lock to get around once down, so counterspells to help prevent the lock from sticking might be helpful too.
Dunno about Obliterate as it will just leave your opponent with the lock and no one else with anything

If he plays one of the two, you may want to start holding up an instant speed answer, or do your best to destroy the first piece (probably Solemnity) before the second piece comes down.
Outside of that, it's a pretty hard lock. Best answers are the ones mentioned by WizardMN in the form of uncounterable spells or finding ways to give your stuff uncounterability.
Thanks for the suggestions, yeah he did get both in play on a Narset attack as I believe both were in his hand as he Scroll Rack two cards before going to attack phase. We all scooped to it.

I suppose not blowing up enchantments does introduce a problem I read "can't be countered" and just thought it blew up everything. I will edit my suggestion.
One option is to run things with activated/triggered abilities, then try to stick them and protect them before the lock comes down. Aura of Silence is one of the top cards in the format, and also cards like Caustic Caterpillar and Trygon Predator work and are also great at getting around Torpor Orb effects in comparison to Reclamation Sage and co.
Also, any activated ability that gets a creature like this out of the graveyard and into play will work, such as Chainer, Dementia Master, The Scarab God, so on. If you have something like that out you can even wait to draw the creature after, since it will go to the grave as normal after being countered.
If you want to know counters to some cards or strategy, it really should be mentioned what colors are you in, or what type of deck you play, so others can provide better answers :).

While this is not as useful after the lock Aura Thief can turn the lock around if you have him on the field and can protect him until you need him to die. Of course Cavern will help get him on the field as well. And I certainly agree that Boseiju is a good counter to the problem.

Temporal Fissure can break up the pair for a while with its storm copy, which will not get countered by it, then you can try to get rid of the other half.
Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
Side-question: would assembling this combo with Enduring Ideal counter the epic-copies? No right?
Would be nasty together with Wheel of Sun and Moon, next turn the combo is pretty much there again, yikes...
It would not stop the epic copies because they are not cast. It also only counters opponents spells so it's not a problem for the person assembling the lock.

If you have that on the field already when the lock kicks in, sure. But good luck getting it out when the lock is alredy in place. It will get countered just like any other spell by the Decree.

Boseiju, Who Shelters All. This is probably an easy card to slot in as it just lets your existing spells work through the lock. Or, Cavern of Souls if you are using creature based removal, such as Reclamation Sage or Bane of Progress. Maybe Sphinx of the Final Word or Vexing Shusher to help push your spells through.

Proclamation of Rebirth can bring out a Caustic Caterpillar, Elvish Lyrist, Nova Cleric or similar from the yard via activating forecast in your upkeep. You can even get those in the yard by simply playing them to get countered, then next turn bring them in.

More seriously, though, I'm a huge fan of Boseiju, Who Shelters All and Cavern of Souls. Either one will stop one card type from being countered. Vexing Shusher more or less stops everything from being countered.
On phasing:
Djinn Illuminatus lets you create replicate copies of an enchantment removing spell. And like storm copies, the replicate copies will resolve.
