I am not looking to win with this deck, i want it to just crap all over other player;s games. I am gonna guess that blue is one of the main components as I can run many draw spells and counter spells to just ruin it for everyone. If my deck can win that would be awesome but i would like it more that I decide who wins. To the point of everything they did to that point means absolutely nothing as from the start I already decided who would NOT win (As I would choose myself to win but if not then the next person would win)
If you really want to help decide who wins with only a slight focus on winning the game yourself, I would recommend my Surrak Dragonclaw deck found here.

Oh no i have decks that are meant to win, or meant to have fun, but sometimes I play people who are tryhards and would like to ruin their night by not letting them have fun. i did this with Erayo (Then he got banned) did this with Leovold (then he got banned)
... Maybe i should build this with Derevi, then Derevi will get banned.

I'm working on a token copies, mass bounce, and Eternal Witness type ETB recursion creatures deck because I had a really funny game where I kept Mnemonic Walling Coastal Breach. It will be called Eternal Irritation and will feature shenanigans such as

I have a Dragonlord NOjutai UW control deck. I believe this archetype is called Police.
The key cards Stony silence and Rest in peace... those together can destory peoples decks.. putting them on ice until they find an answer to them. There are lots of similar hate enchantments in white and blue plus artifacts that can really break other peoples game plans.
Let me tell you the look on a narset players face when you cast silence against them.. is priceless >:)
The tricky thing is working out something you don't hate out that you can use to win the game. For me I went with planeswalkers. That works well with Ojutai who encourages boardwipes. But that meant hate like suppression field (otherwise a great card for this archetype). I also decided to allow ETB effects to still be active because of the strenght of etb hate like stonecloaker and voidmage husher again leaving out the strong hate of torpor orb.
There is the whole stax archetype, deveri and brago both being very strong stax commanders, but I still want people to be able to cast cards (just not be effective) so they might actually accept playing against my deck. I don't want them to be unbeatable.. just uncomfortable.

Honestly I've never understood the Allure in wanting to build a deck like this because typically if you have pretty decent deck building skills you should already be putting things into your deck that will give you a leg up in almost any given situation and very much so for a meta game situation.
Deciding who gets to win is a very broad statement and it's a challenge that isn't easily done in Magic the Gathering itself let alone a multiplayer format.
usually the best course of action if you're trying to decide how the game plays out you should really build a deck and gives you a number of different options I would suggest you take a look at some of the deck-building theories around the 8 x 6.
Except instead of trying to stick to the idea of six different cards for 8 types of affects you might even want to bring that down to three cards and then increase the number of affection you build in your deck to maybe 9 or 10 that will give you a much more rounded deck.
If you want to go full-on cancer, I recommend Narset, Enlightened Master extra turns. I'm not even gonna bother posting you a decklist, you can find dozens of them on tappedout and they're all basically the same: control the board, play Narset, attack, flip a couple walkers and extra turn spells and voilà, you're playing solitaire and the whole table hates you. Bonus rage point if you can give Narset haste and swing with her the turn she comes out.

I built the typical annoying blue/red chaos deck once. Basically just play any effects that do weird things and mess with everyone. I used Niv-mizzet the Firemind as my comander (and wincon) and added wheels, and Teferi's Puzzlebox, and Mindmoil. It ended up being surprisingly effective because if you could stick 2 or 3 cards like Eye of the Storm, or Knowledge Pool, no one could reliably cast anything. And since I was doing damage just by drawing cards, I won far more often than I should. And only about half were people scooping oit of aggravation.
I've been working on a troll deck myself. The point of the deck is to simply grind the game down to a point where every player is just saying "omg" every turn barely able to do anything. I haven't finished the deck, but I'm at a good planning phase that could easily give you some ideas.

One of the things I'm highly considering is removing the few cards with activated abilities (there's only a couple) and using Cursed Totem and Damping Matrix
