So while I need helping pick a commander this isnt for me so while I have very strong ideas on who should be played my little sister who this deck is for may have completely different ideas.
Currently she wants to play Red which is great she has an idea of what she wants to play. I am currently trying to get her to expand her horizons away from her Selvala, explore returned deck. This means I'm trying to have her avoid Green and White unless in a 3 color combo. While 4 color has been something she is interested in she doesnt like any of the commanders for that.
Currently she is trying to avoid black as she doesn't like how the art looks on the cards. So at this point Im kinda stuck in trying to find a good commander for a 6th grade girl.
My only commanders iv'e thought about in red for her are:
This might sound a bit sexist, but I've noticed that female players tend to have a penchant for female avatars. Whatever you decide to go with, I would choose something female. Akroma and Queen Marchesa are already on the right track.

Jori En, Ruin Diver makes for a very easy to play commander and can easily be tweaked to do whatever she wants her to do. While Jori mostly synergizes well with spellslinging, the whole "Play cards draw cards" playstyle should make it easy to go beyond that and tune to the kind of playstyle she likes. No need to go all control-heavy if she doesn't like that, going big with dragons and sphinxes supported by smaller spells (So you still get Jori's draw trigger) is very doable.
If she'd prefer something more aggressive, Kalemne, Disciple of Iroas might work well. There's a surprising amount of 5-mana-creatures in Boros that provide a boost to Kalemne on top of granting an experience counter, making for a deck that relatively reliably swings with a 6/6 (or 7/4, or 6/4) double strike on turn 5.

Also, Jori En looks amazing in her full-art foil (which is cheap to get a hold of). I used to run her as a low-threat Izzet general, and also because it looked real nice.
Personally, as far as female Commanders go, I'm partial to Glissa, the Traitor (though if she doesn't like B, Glissa Sunseeker - hello, Mycosynth Lattice! - might be an acceptable alternative) and Thada Adel, Acquisitor. Your sister will probably find a lot of Elves pretty. I'd suggest an Olivia, but since B's a no-go, that rules out a lot of strong vampires. As mentioned above, Jori En is also a good deck to look into a separate archetype, and I would also argue that Rashmi, Eternities Crafter is another great value Commander that can lend itself to a heavy spell-based theme.
Or, if you're feeling cheeky, there's always Chandra or Hazoret the Fervent.
