I'm looking for an affordable commander deck that is competitive enough to be a revelant player in multiplayer, but preferably under 100$ but if needed under 150$. Any ideas?
Talrand all day every day. You don't need to shell out for Cryptic Command and similar to make him efficient. He naturally generates win cons (drakes) while controlling the board.

Agreed, primarily because A.) that Mana base, and B.) almost any counter, is a good counter in MP. I mean, Desertion can be a bomb. Ezuri, Renegade leader is also pretty bomb for under $100.

Talrand, Sky Summoner is what I first thought of reading your post as well, so I'll third vote him. You really don't even need to build it like the "a-hole counter everything" version either; even a bunch of soft spot removal and cantrip/draw pieces would do. All the Portent, Ponder, Preordain (if playing paper multiplayer EDH since some of these are banned on MTGO), Peek, Opt, etc., variants. Basically any blue common that is 1-3 cmc that can remove something or replace itself gets you a drake army relatively quickly. I highly suggest some supplemental support like Docent of Perfection. Getting both Talrand and the Docent out (which works relatively well since the Docent curves up from Talrand), then cast 2 spells, flip the docent since Talrand is a Wizard himself and you can net a 2/2 drake AND a 3/2 flying Human Wizard every time you cast an instant/sorcery.
Usually, you can build competetive mono-color decks pretty easy, considering a large chunk of $$$ in any deck is dedicated to the Mana-base. Also, sticking in a particular tribe(moreso signature tribes. Elves, Goblins, Zombies, etc.) will also allow you to keep that deck synergy high, and the budget low.
Allow me to introduce you to Dreamcrusher. It's mean, it can lock games down, it can combo out and it can win through commander damage. And all that for anywhere between $20 and $50. The most expensive card in my own version is, unless I'm mistaken, Cloud of Faeries. It's insane how good this deck is running only from commons, and you can always decide to put in upgrades once you've had enough of sticking to those. Me, I'm keeping it 99% commons (and 1% Child of Alara) because it feels so good nuking high-priced decks with, as one of the better players at my LGS described it, "A pile of random jank thrown around Child of Alara."
A second option is Selvala, Explorer Returned. My own build is pretty pricey by now but it can be made very cheaply, use ramp, any number of answers you want to run, and some fatties. Chances are you'll get there.

A few "out of the box" decks are pretty good - Meren, Ezuri, Atraxa, Daretti, Freyalise. If you can find them at anywhere near MSRP they are a steal. The Commander's Anthology box is MSRP for $180 but you would get four incredible decks (Kaalia, Freyalise, Meren, and Derevi; you'd also get Roon of the Hidden Realm, Ezuri, Renegade Leader, and Mazirek, Kraul Death Priest in that box to have tons of powerful options) so that's a consideration especially since many places might be selling it for less than MSRP (I have seen it online for $150).
Krenko, Mob Boss is up to $5 and his partner in crime Purphoros, God of the Forge is $16, but I bet you could build a decent goblin deck around them for $80 thanks to being able to run mono-mountains for mana.

This YouTube channel is dedicated pretty much entirely to budget MtG. They build their decks with the general rule that every card (other than the commander) can't cost more than $1. This means that a lot of decks are in the $30-$40 range. You could easily pick up one of them, then spend the rest of your budget on either solidifying the mana base with some of the more expensive duals, or add a few cards that complement the strategy.
Talrand, Sky Summoner can be done for like twenty bucks honestly, and it's a good way to play control with sorta training wheels because he backs you up when it's time to actually win
Krenko, Mob Boss would be stupidly cheap and have a ton of room for improvements if you totally fall in love. Get a Purphoros though.
Mono green Elf decks are another super cheap setup. Just pick whoever, literally any mono green Elf creature that's legendary. Maybe not Glissa Sunseeker.
Uril, the Miststalker is a deck I've put together for about fifteen dollars (if your bring your own Uril) because I was offended by people saying I pay to win, and that works fine
Pretty much any of the Eldrazi Titans are playable in a super budget setup where you just puke acceleration on the table. Obviously tying up half your budget in a Kozilek, Butcher of Truth would be immature when you could be using that money on important things like Thran Dynamo and Urza's Incubator but the cheapness of makes for funny board states where cards like Planar Bridge are useable.
Bruna, Light of Alabaster comes together pretty cheap nowadays and leaves lots of room to get ridiculous when your budget expands, same with Rakdos, Lord of Riots - I've had 50 and 1500 dollar builds of each

Varolz, the Scar-striped can be a brutal voltron commander with minimal investment - you can run tons of very affordable cards and you are only two colors, one of which is green, so manabase is fine. That allows you to be selective if/when you invest in expensive adds such as Life from the Loam, Phyrexian Dreadnought, Fauna Shaman, and Lord of Extinction.
Brago, King Eternal is dirt cheap as are most of his most broken weapons (Parallax Wave, Angel of Serenity, Deadeye Navigator, Panharmonicon, Karmic Guide, Reveillark).
