I want to build a deck around Panharmonicon, but don't really know what the best color combination or commander for it would be. I just know I want to make an ETB style deck and abuse multiple triggers per cast.
Brago, King Eternal would be my choice as commander. Azorius is the main colors of flickering, so he covers it and he is a very good commander which snowballs fast if he isn't taken care of. He can draw a bit hate because of that, so you may need to protect it though.
Not all of these will make the cut, but they are pretty good. I would also recommend something like World Breaker or Karn Liberated. They don't synergize with Panharmonicon but they do help get rid of Torpor Orb and Hushwing Gryff (Karn does for the latter, not World Breaker) as these effects shut you down pretty hard.

ETB + sac/death effects are how I run Prossh. While Panharmonicon doesn't grant additional Kobolds, it makes most of the combo cards run faster, like the aforementioned tremors and purphy. Brago is probably the best option for pure abuse.
Sydri, Galvanic Genius would be a good coice as a commander here. it can create lots of combos.
Also The Scarab God Could be used for the ETB triggers as if you use a creature ETB base, then you can always revive them with the commander for the second ETB
Well you could run it in Reaper King. I thought about it in my main deck, but ended up turning into more about grave effects. Theres still some older blink effects in there from its first days.
But yeah, reaper king would be a fun one. Every changling/scarecrow/xenograft nets you 2 vindicates. Cast Rite of Replication and you can get 50 vindicates!
Thank you all for the suggestions and comments. Getting a lot of ideas going. Just to give you an idea of my meta, I play against a very oppressive Meren, Sun Quan, Ghanti and Samut. All those decks are fairly tuned. Had to retire my Nekusar deck cause they would kill me right of. They much like my Vorinclex either.
Not that well. if you target the same creature twice, you get that creature and he gets the drake. If you target two different creatures, you get the first and the controller of the first get the second and the second creatures comtroller get the drake (this is also the case if the controllers are the same). So basically mostly like before, but a bit more oddly

I actually believe Karador, Ghost Chieftain is best equipped for an ETB value deck, as he readily recurs all your value creatures and has access to the three strongest etb colors in the game. White and green both get you value, as already very well covered in this thread, including ramp and some non-creature removal from the likes of Acidic Slime and often imperminent solutions like Fiend Hunter (excluding stack shenanigans, as you can permanently exile something with the hunter if you sacrifice it at the right time).
Adding black into the mix also gets you access to ways to Reanimate your etb triggers (in addition to Karador himself) while also giving you an even more powerful removal suite with Ashen Rider, Shriekmaw, and so much more.
The two big ones have already been mentioned in Brago, King Eternal and Roon of the Hidden Realm, but one of the places I have found it to be absolutely fantastic is in Riku of Two Reflections. His second ability will trigger twice, so if you have UUGG you can make two copies of the incoming creature. If that creature then also has an ETB ability, it gets doubled up as well. I've been able to do really silly thing like put 3 Deranged Hermit into play and get 24 4/4 squirrels and attack for 100 damage, or copy Mulldrifter twice and draw 12 cards.
Anyway, good luck with Roon. Outcryqq's primer is really good and probably has anything and everything you want to know.

EDIT: Unless you were referring to the tokens entering and "comboing" with Impact Tremors and Purphoros, God of the Forge. I could see that being viable.
