While some cards like Increasing Savagery are probably okay in this sort of deck, I think I'd much rather just cast four and five color cards like Yidris, Maelstrom Wielder and Maelstrom Archangel to give Ramos his counters as those cards actually do things themselves.

Agreed here. I don't think janky "Add counters" to creatures is really going to be worth it when it naturally is going to be gaining counters off spells. I think mana fixing with things like Prismatic Omen and Chromatic Lantern will be more important so you can cast lots of colorful stuff, which will in turn give Ramos counters which lets you cast more colorful stuff. Also when Ramos is getting removed and locked out of the game you aren't completely out of luck.
Would add Cabz suggestions, but its already in there.
Keep in mind this is just a giant potluck of cards via collective brainstorming that is meant to show the possibilities that can be used with the legend. Then the next step after this is various players boiling this down into actual decks that then go onto something like EDH REC where that boils it down further till the bedrock of the deck is hit. An example commander that has gone through this process is Hazoret the Fervent.
Spike Weaver appear to be missing in your deck. Also, Give // Take when you need cards over mana. I presume casting split spells also adds two or more +1/+1 counters onto Ramos even if you only use one side, but that could use some confirmation.
EDIT: Oh, and while I wouldn't run cards like Fusion Elemental or Reaper King just for the colours, Chromanticore is a beating. Bestow it on Ramos, immediately swing for 13 lifelink commander damage in the air, then remove the counters to cast a spell in your second main. Pure value.
I'm actually having second thoughts about Marath. The fact that you can cast him, get three counters on Ramos, then spend 2 to move two more counters to Ramos immediately is nice, but you're left with a 1/1 Marath, which isn't all that great. I'm so used to him being in the command zone and progressively coming in with 5, 7, etc counters on him that I forgot how much weaker he is in the 99. He's probably worse than Fusion Elemental, and I wouldn't run Fusion Elemental in this deck.

While I loose the haste, I have a commander that combines scroll of the masters with a sort of gemstone array. While not individually powerful, I can see many games where Ramos is easily pumped to 21 power first main-phase from all sorts of rituals/cantrips/tutors/etc, swings to kill one opponent, then gives me the mana on second main to finish durdling around with whatever storm route is at hand.
Loosing haste for my goblin tokens from the command zone may backfire, but in recent month(s) Kolaghan is already a known threat to bounce/kill when I enter combat. I foresee Ramos eating that same removal. But the flavor of this card (I LOVED the Merc'Masq books!), has me interested. I've been building anti-blue storm decks for a while, and this derpy dragon engine is going to have me breaking that rule.
Added Swaider and Macabre's sugggestions. Along with a few utility lands that I feel work well with Ramos.
EDIT: Added Fated Return to the list. If Ramos died, it becomes 7m instead of 8m to return Ramos to the battlefield, possible scry 2, and permanent indestructibility on Ramos until it leaves the battlefield? Seems very annoying for opponents to deal with.
