I've long wanted to make one of each mono colour, and while blue is easy to make a strong deck in it is much harder to make something interesting. After the success of my friend's "Annoying Sh*t Tribal" deck I figured I could make my blue deck a little different from the others I've seen in my greater meta by going in the same direction. Well, its more interesting than yet another artifact deck at least!
I thought I'd found the most interesting and annoying blue spells, but then a user named DHamilton posted the card Drain Power in the Piracy thread and I realized I don't know jack, especially about older cards.
So I figured I'd open the floodgates here for any and all suggestions of blue cards that are either oppressive, interesting, weird or especially downright annoying, to see if we can find them a home here.
If enough synergies can be found, it could be interesting to run Stitcher Geralf with mill, force-feed and mana denial strategies instead. But I'm not sure if mono blue can pull that off!
Some examples of what I mean;
-Rhystic Study: There is always one person who doesn't pay, which just pisses everybody else off. And asking if they 'pay the tax' after every spell never gets old (well, it gets old real fast, but I still keep doing it)
-Sunder, Land Equilibrium, overburden: Land destruction, bounce or tapdown effects are very welcome. I do prefer the ones that can be played around rather than the ones that just straight kill them off though.
-Puca's Mischief: Very potent when combined with symmetrical enchantments that can be donated.
-Telepathy: This card makes me rage attack the caster until its gone. Figured that makes it eligible for this deck too.
-Heidar, Rimewind Master, Temporal Adept: Any repeatable bounce-back or tap-down effects are perfect.

Mana Breach is another bounce effect. Invoke Prejudice is powerful (and expensive, but you have Land Equilibrium listed). Meishin, the Mind Cage is a decent defensive effect as long as you can win around it. You're going to be drawing attention to yourself with this kind of deck anyways, so the universal effect doesn't matter so much. Mana Vortex, Rising Waters, and Embargo are all on the staxier side and fairly powerful. Mystic Remora is generally a great card.

Someone said it above, but Quicksilver Fountain can be really annoying. Years ago, I ran a mono-blue deck that almost every game locked all of my opponents' lands into islands thanks to Oboro, Palace in the Clouds or Ghost Town. The flood counters never disappeared, which locked them out of most of their non-blue mana.
Amnesia is an annoying blue card, but I dont't know if its powerful enough. Shimmer also annoying
I'd second Llawan, Cephalid Empress as uniquely annoying, esp with colour shifters.

Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!
Reality Twist is the first thing that comes to mind when I think "annoying weird blue cards" but unfortunately its color identity is WUBRG.
While I'm generally okay with the color-identity rules, this one feels super wrong. Reality Twist is obviously not a WUBRG card; it's a blue card and should be playable in any blue EDH deck. Similarly, Naked Singularity should be a colorless card for EDH purposes. I guess it's not worth having an exception for two weird chaos/griefer cards, but my sensibilities remain offended!
I'm not really sure what counts as a weird card to find people playing, but here are some random-ish thoughts and suggestions (and probably more than a few staples everyone plays with...)
If your meta is creature heavy, gather specimens can have a serious impact, especially if you're playing a lot of bounce or blink effects. Plus, when is it not fun to steal your opponent's commander?
If you're playing with a large enough group, there's blatant thievery.
If tokens are a problem: echoing truth.
If you plan on running a fair amount of creatures (or bouncing your own stuff), equilibrium can slow your opponents. Illusionist's gambit and reins of power are hilarious.
If you've got land hate and taxing effects going on, a well timed fade away can be devastating.
I know it's black but any time someone mentions reusable bounce, I have to mention warped devotion.
As far as annoying artifacts: vedalken shackles, ensnaring bridge, blood clock, umbilicus, and storm cauldron come to mind. The clock and umbilicus aren't great on their own (2 damage a turn is nothing special) but when combined with other effects, well, things can start to add up.
I'm not 100% sure how expensive it is now, but memory jar. Your opponents will usually find one or two usable cards but if you time it well, this card is just painful. You draw 7 cards and they get to look at 7 useless cards before they throw them away.
