Like many I've been running a 5 color angel deck for a while now w/o an angel as a general. Child of Alara was my sub in.
I didn't know if this might have already been addressed in another post... but lets spitball some angel commander theme deck ideas. Yeah I wish maelstrom archangel had a ruling change that gave it a legendary status or something... But what are you guys doing out there, what do you see going on for this?
I have been accumulating more great angels... with partner is there the possibility of Brisela voice of nightmares becoming a partner commander?
I feel like even w/o reprinting cards they could make rulings on the commander format to improve the state of the angel tribal theme deck.

I don't think either Wizards or the RC do that. That's what house rules are for.
In my own house, I have pretty much shelved angel tribal right now, but Tariel, Reckoner of Souls gave me the colors for most of the best angels while still being an angel, and thematically, Kaalia of the Vast worked well, too.
I was actually coming over from doing allot of house rules stuff for my play group to standardized commander rules so I can play at the card shops in my area. Commander doesn't have allot of rules so I want to try and stick to them.
What black angels did you have in mind to make that color blend optimal? Since I last played allot seems there have been so many new angels.
If you're looking for inclusiveness, Atraxa initially appears to be the best choice. You get Stoic Angel, Iridescent Angel (a bit sketchy on the cmc-to-p/t ratio), Empyrial Archangel, Jenara, Asura of War, and Guiding Spirit. She's not a bad card to have in the command zone herself, and you can throw in a couple of cheap counter-placement cards to make use of her proliferation.
A lot of those red/white legendary angels are good choices to be in your command zone just in terms of the power of the card itself, and I especially like Archangel Avacyn for flash and indestructable (board wipes are a serious concern in Boros colors) as well as giving you a thematic excuse for including a few non-angel utility creatures (so she can transform). Any of those red/white legendary angels will probably get you enough angel-access to make a coherently-themed deck while also having a strong commander. If you're looking purely for optimal angel color coverage though, Tariel is the best and Atraxa is a very close second.
Five Color Angels serving Karona, the False God. She gives you all the colors, has an ability that actually supports tribal strategies, and this way your angels serve a god (or at least they think they do). Otherwise, I actually like Linvala as an angel commander. There are enough good angels in mono white to fill out the deck, and Linvala is just so good.

Onering's 4 simple steps that let you solve any problem with Magic's gameplay
Whether its blue players countering your spells, red players burning you out, or combo, if you have a problem with an aspect of Magic's gameplay, you can fix it!
Step 1: Identify the problem. What aspect of Magic don't you like? Step 2: Find out how others deal with the problem. How do players deal with this aspect of the game when they run into it? Step 3: Do what those players do. Step 4: No more problem. Bonus: You are now better at Magic. Enjoy those extra wins!

As long as your playgroup/LGS are down with it just play them for mono white or Maelstrom Archangel can be fun.

I actually have a deck for both sides of Brisela. I tend to play Bruna as a control reanimator style of deck and Gisela as a voltron beat down deck. Both of them are a lot of fun to play. It might not be 5 color but I really love mono white. Some things to note:
Bruna - really great stats on her and her on cast rez is really nice as well to give mono white some umph when you cast her. She is good on offense and defense and her value added on cast trigger means you can try to push for value off of angels and humans and your commander sort of has this value element to her as well.
Gisela - honestly her stats for the mana are great and she has this tie in to lifelink which has a lot of sweet synergy these days. I really like that she is cheap to cast as I use her with a bunch of equipment to generate value and beef her up for a faster clock. She adds up fast with her damage output and is cheap to recast when she dies.
I would say both have a very different feel and have been fun for me. I get what you mean on the what if they had partner thing but for the most part other players do not want this so I just took them as they were and I honestly do really like both of them.

I have officially moved to MTGNexus. I just wanted to let people know as my response time to salvation decks being bumped is very hit or miss.
Since you insist, I would use Kaalia of the Vast. Shes NOT an angel BUT she cheats angels into play. Plus Mardu offers some good color options.
Naya is nice as well as you can use green to ramp into angels.
Atraxa is legit but the boros angels are my favorite.
Kaalia's the top pick for Mardu.
Yep. If you wanted Naya instead, I would recommend Mayael the Anima: You'd be surprised how many popular angels have power 5 or greater.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I can second this, Bruna is a solid commander and a lot of fun to play. There are plenty of hatebear or utility humans that can help you ramp, restrictopponents, and plenty of angels that synergizewithreanimation. It's resilient and fun. Also, I cannot fully express to you how really, totally, notdifficult at all it is to meld Brisela, Voice of Nightmares. If you can tutor Gisela, the Broken Blade you're in, or you can dump her in the yard and reanimate her at a convenient time. Bruna, the Fading Light will fetch her back on cast even.

However, there are a lot of angry red/white angels that Atraxa can't get but Tariel can. Gisela, Anya, Merciless Angel, The Other Akroma, All of the Boros Angels, Flameblade Angel, and Archangel Avacyn (who has a red/white commander color identity due to her reverse side, and so can't be played in non-red decks).
