Given the recent reprint, I'd say Abrupt Decay now falls into the "Budget Removal" category for Green-Black. My question is: is it worth a space? The CMC 3 requirement is very restrictive in Commander.

Being instant speed and unrestricted as to what it can destroy as far as permanent type and colors are concerned I've found Abrupt Decay to be stellar. The thing is, there is so many things worth nuking in the 3-cmc and under range that either break up combos/synergistic value or create huge tempo hits that it is completely worth it's slot. Add in that it cannot be countered means that it is especially great for hitting combo pieces.

Zur is 4 cmc, but I agree that a majority of worthwhile things/combo pieces fall into the 3 cmc range.
Yeah definitely. Like mentioned, it hits a lot of popular uitility/combo commanders, and hits troublesome pieces from Swiftfoot Boots, Lightning Greaves, to oppressive enchantments like Price of Glory (albeit at sorcery speed), Ghostly Prison, Propaganda, and much much more. It's one of my favorite cards of all time even though Nivix Cyclops is one of my favorite creatures lol
I'm not sure if it's 100% universally usable, but it should be fantastic if you have a vague sense of the powerlevel of your playgroup and that powerlevel is above mono-7-drops EDH. If you're the type who already plays Nature's Claim in all the Green decks, it seems safe to say you can add Abrupt Decay to all your Golgari decks.
