I was going through my commons box and I found this. Is it just me or is this card pretty good?
It's is more easy to splash than counterspell and it hard counters unlike mana leak. If you can get a 3 cmc permanent on to the battlefield it pretty much counters everything that is relevant.
Depends on your group. If you see games end with Tooth and Nail or Craterhoof Behemoth on a regular basis, this is not reliable enough to stop them. If you're just trying to protect a combo or win con from disruption/removal, this is probably solid.

Imo, I think this card is too conditional because it requires you to have somewhat of a board state and then you are still hoping the spell you are trying to counter falls within the limit of your permanents' cmc. As Weebo said, if you are trying to stop/protect combo/win cons or negate removal, then its good, but for everything else, I would recommend Disdainful Stroke. It stops wraths and all of the battlecruiser type cards you are likely to see in a game of EDH.
A bit conditional, no? I can see this stopping a lot of removal spells, but that's about it, and we have plenty of options in blue for that. That said, if you're interested, it can be used in a reanimator deck or Animar or something like that.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
In Tiny Leaders this might be an okay tempo counter in a 3+ color deck...but even then, you do have Spell Snare and Horribly Awry which are all stars there and Mana Leak, Miscalculate, Daze, and Condescend are all much more likely to "hit" in that format. Also mana-bases are usually tuned enough that Counterspell is not a huge issue, and you have the delaying power of Arcane Denial, Remand, and Memory Lapse if mana is an issue and time isn't.
For EDH, all the two mana counters above are usually a better/safer call and Mana Drain is legal. I would rather have the "sure thing" of Disallow and Void Shatter for a little more mana as well. Also note in multicolor we have various other, more splashable options like Psychic Strike.
Like Soldier of Fortune said, it's not hard to list 20+ better counters, and unless you are playing Baral, Chief of Compliance you're unlikely to run more than 20 counters in your deck.

Prohibit is the better version of this card. Realistically, you are mostly going to use this to counter cheap spells, and prohibit takes card of the disruption and utility you'll usually use dispersal shield against for the same price, while you can kick it to hit 4 mana. While dispersal shield has better late game possibilities depending on what you have on the board, Prohibit is more reliable for its main use.
