So I'm in the process of building some mono-color EDH decks that mess around with the color pie. Monogreen is going to be a Nissa, Sage Animist turbofog control deck, for instance. For the blue deck, I'm going to be playing a midrangey creature strategy featuring Jalira, Master Polymorphist, aka the blue Birthing Pod.
Every Jalira deck I see online is playing about 4 creatures, usually Blightsteel Colossus and other over-the-top monsters. They just want to activate Jalira once for a huge threat to win the game. My deck's goal will be to activate Jalira as much as possible, generating value each time. I'm looking for more suggestions for creatures to play in the deck. So far, my list is...
I'm looking for any suggestions you all have for other creature cards to put in the deck. I specifically want creatures that have strong abilities when they enter or die. Thanks in advance!

If you are playing blue, I would assume that you will be playing some instants and sorceries, for card draw if nothing else. If that's the case, Archaeomancer is usually a paretty good "value" card, as it lets you return an important instant or sorcery to your hand.
Assuming you aren't playing in a low-creature metagame, some of the better Clone variants (such as Stunt Double, Phyrexian Metamorph or Clever Impersonator) are usually pretty strong, as they allow you to copy opponents' good creatures (or, in the case of Metamorph, artifacts, or any permanent in the case of the Impersonator) as well as your own (assuming non-legendary, in the case of your creatures).
Sphinx of Uthuun is an option, although on the high end of the curve. It fills both roles though, good to get for free from you deck and fine to sacrifice as well. It's one of my favorite casual cards in the format.
I'd also consider Nuisance Engine or Myr Turbine as a cheap way to spit out tokens to feed Jalira; I know that probably starts edging into more traditional territory but it does suck to sacrifice a six-drop and get a random one-drop.

Clique is no good, but you can still sacrifice Keiga (there's no clause for the sacrifice part), steal a creature with her death trigger and get another from the deck.

This is actually a good angle to approach from, too. Chasm Skulker is another that benefits from being the sacrifice rather than the 'found' creature. Definitely worth playing both sides of the arrangement, so that you benefit from the sac as well as the free creature.
If you're running fairly counterspell-heavy, Guile seems like it could be fun. It's not legendary, despite really, really seeming like it would be. It's huge and hard to block. It jumps back into the library if you need to sac it. And it's got a great ability.
Scourge of Fleets can do a halfway decent Cyclonic Rift imitation, at least against creature-based decks. Kederekt Leviathan is a huge wipe (although that might not be the best randomly if you're ahead on board position). At least after you sac it, it can do it again at a time of your choosing.
Outside the scope of your immediate question, if you're looking for more control over the ability, there are things like Long-Term Plans and Soothsaying that can give you a better idea what Jalira is getting herself into!

A few more to consider are: Sidisi's Faithful, Harbinger of the Tides, Chasm Skulker, Augur of Bolas, Sea Gate Oracle, Solemn Simulacrum, Treasure Keeper, Gilded Drake, Vendilion Clique and Phantasmal Image. Also, strongly consider Archaeomancer and Mnemonic Wall, which can easily combo with Deadeye Navigator, Ghostly Flicker, or Time Warp effects (all of which are naturally good in your deck). Faerie Artisans, Mimic Vat Ray of Command, and Overtaker let you feed your opponents cards to Jalira in one way or another, which is pretty strong.

For the cheaper end of things, I'm sure mono-U always appreciates the odd cantripper or two. Merchant of Secrets, Silvergill Adept, Council of Advisors, etc. River Kelpie and Slithermuse give value for saccing them. Cloud of Faeries untaps a pair of lands, letting you play some sac bait but keep mana up for a counterspell (or immediately re-sac the Faeries).
