At the beginning of your upkeep, you may search target player's library and exile a card from it face down. If you do, that player may search your library for a card and exile it face down.
Flying, lifelink.
~ gets +1/+1 for each card in all players' exile zones.
Note: Another play on the exile zone, the neutrality of this legend is a testament to UB’s lack of true allegiance while benefit from all’s losses.
I really do like this design Cyberium, all I would change is adding the bold font.
Face down to add some mystery?
For the most part yes, the other part being Riftsweeper and Pull From Eternity see much more play than they probably should by a few people with an irrational fear of having combo pieces exiled.

No, we did not want a general that comes down early and locks out most players from doing things because you have two untapped mana. This general is opressively designed and massively overpowered.
Note on Tovolar that the second ability requires that the player control an artifact or enchantment to be able to be activated. Might wanna either take it out or make it 'Destroy up to one target...'

The first since the mending. I really felt that this was implicid, but aparantly one can not turn anywhere on the internett without dotting all the i's.
And the entire point of the original phyrexian storyline is not that phyrexian can travel across planes, that is businnes as usual and a backdrop to mtg pre-mending. The 'entier point' of the 'Phyrexian storline' is the story of Urza ranging from Alfa in 1993 to his tragic hubris and death during Apocalypse in 2001.
(With the ongoing legacy of karn being a planewalker after assembling the legacy weapon.)

There was nothing implied about the Mending in your original post. You said that Kaladesh was the first plane to establish non-planeswalker interplanar travel, full stop.

Do you know what the word implicit means? Wizards pulled a soft rebot in 2006. Nobody cares what happened pre-infinit crisis 11 years ago when talking about the modern story.
'Actually there was this artificial plane called rath, that was made out of flowstone, because artificial planes usualy self destruct, but flowstone stops this, and there was this bad guy named Volrath, but he was actually Gerards adoptive brother, but he also was Starks daughter, but he was a shape shifter, and they killed him, but he was also another shapeshifter, and then volrath, who was a noble, but became a vampier, he fought ertai the other good guy turned bad guy, to get volraths old job, and then they used that artifical plane to planeshift an entier plane unto dominaria, even though dominaria is the biggest plane in the multiverse, and that is proof that the phyrexians could travel from plane to plane.'
Yes, I can see how I should have added that sentence.

It would take 20 minutes to resolve your first upkeep after he hits the table. With paradox haze the game is over if you hit even one upkeep, with you removing every threat from everyone's deck. Assuming a standard deck of 10 ramp, 10 draw spells, 10 removal spells, 30 threats, and 40 lands, you could strip each player at the table of their entire pool of threats and then the game is over.

I really really wanted one of the 4 color commanders to be an enchantress commander. I am making Kynaios and Tiro work though I would have preferred one of the following:

When Galina, Empress of New Vodalia enters or leaves the battlefield, put a 2/2 blue Lord of Vodalia merfolk creature token with "Other merfolk get +1/+1 and islandwalk" onto the battlefield.
Sacrifice a merfolk: Search your library for a merfolk card and reveal it. Shuffle your library and put it in your hand.
[Name]WUB Legendary Creature - Human Artificer
You get an experience counter whenever [Name] leaves the battlefield.
When [Name] enters the battlefield, you may search your library for an artifact card with a converted mana cost equal to the number of experience counters you have. If you did, reveal it and add it to your hand. Shuffle your library afterwards. 1/1
Example: If you have zero experience counters, you can only search your library for a 0cmc artifact. Next time it will be 1cmc, etc. If you reach 16 experience counters you can tutor up Draco.
