so I've been playing magic since the release of Dark Ascension (I know, I missed the boat on Innistrad) and have been into Commander for almost just as long but the problem for me is I can't seem to find a commander I love.
See in standard I'm a control player. In standard I've played Prime Speaker Bant (INN-RTR), Jeskai Control (RTR-THS), Jeskai (THS-KTK), Jeskai Black (KTK-BFZ), U/W Spirits (BFZ-SOI), and now Jeskai Control (BFZ-KLD). So it's obvious I like Jeskai the most, or at the very least U/W, but all of the Jeskai commanders don't cut it for me.
Narset - Deemed too powerful for my playgroup, I personally wouldn't know how to construct a deck with her that was deemed fair
Shu Yun - Too voltron for me, its my current deck and it has a token sub-theme with Jeskai Ascendency
Zedruu - Not into group hug. I know there are other builds but I feel like that's her niche
Ruhan - Being forced to attack doesnt sound fun
Numot - Land destruction is frowned upon, would just be a 6/6 dragon that could destroy troublesome lands such as Academy Ruins.
I haven't given the partner mechanic a deep look, but i feel like the jeskai partner commanders are pretty lackluster.
So I'm a control player, who loves drawing cards, always having the answer to a problem whether it being a counterspell or removal, I love wiping the board while not committing to it, and I love tempoing my opponents out, all the while I build up my resources to put out something that can win me the game on its own.
Who should I play? Thanks in advance!

An oppressive version of Leovold sounds like your cup of tea, check out this thread.
Then again, if you want your playgroup to continue to play against your deck after you won a few times, Zedruu is a better choice. You don't have to build her group hug. You can stuff it full of nasty stuff like Illusions of Grandeur or Steel Golem (Slap it with Pacifism first!) to donate away and if you play enchantment based removal (Oblivion ring, Darksteel Mutation etc.) then those are perfect cards to give to your opponents so you can draw more once they're in place. Nothing group huggy about that.

Hmm, your playstyle sounds perfect for Jori En, Ruin Diver and Rashmi, Eternities Crafter. While Rashmi is the better card of the two, Jori En is certainly not to be underestimated either. Both can be built as a typical Blue control deck, using the second colour for specific additions. In Jori En's case, it's burn, a bit of recursion (Mystic Retrieval is a thing), some copy shenanigans and Young Pyromancer. In Rashmi, it's mostly Seedborn Muse, library manipulation, and some ramp to help you keep up with various ramp-up decks.
Now I know neither of those incorporate Azorius, but I do think that their drawpower backed with a suite of control sounds like something you'll enjoy. I have a Jori En list laying around which isn't exactly optimized but is a lot of fun to play and can easily be tuned to be much meaner (Though, in fairness, it does have a tendency to cast Cyclonic Rift 12 times in a game). Lemme know if it tickles your fancy.

Eventhough the dragonlord is my main win con my version is not voltron. I just swing 4-5 times for each player.
Planewalker ultimates as a back up win con, which benefit from the boardwipes required to deal with Ojutai.
You would remember from playing against him in standard I am sure. Due to the speed of standard he was a control card there... in Commander he is a Tempo card.
You should definitely reconsider your stance on Zedruu since she's in the colors you like and can be built very controlling. I'll also 2nd the suggestion of Tasigur, the Golden Fang since he's generally just a badass.

In addition to the many good suggestions given above, you might consider Grixis control, perhaps with Thraximundar or Jeleva as the general. Black and Blue gives you all the card draw in the world, red and blue give wheel effects, you get bounce, you get direct damage, you get mass removal in various flavors, you get great ways to deal with indestructible stuff... what's to not like? It's a different control strategy than Jeskai gives you, but that may prove an interesting challenge for you. Other than mono-blue, which tends to be a bit narrow and which (rightfully) draws a lot of hate from other players, Grixis is my personal favorite for control.
Orzhov control is also quite effective, with a wide range of exile effects. It's under-rated as a control suite, but if you are really attached to counterspells, you might prefer Esper, which gives you counters + Orzhov toys, in addition to U/B card draw. Ertai, the Corrupted is an excellent control general as is Sen Triplets.
I would check out this Forums Commander Decklist Database look for your colors you want and look for budget list [<$100] from there edit deck to make it cheaper.
