I would like to have some redundant cost reduction effects in my deck as a back up plan in case I cannot get Mizzix to stick.
In my opinion, the Medallions are really good. Helm of Awakening helps your opponents too, but it is cheap at 2 mana.
Seal of the Guildpact is super flavorful, especially because the art focuses on the Izzet shield. I own a Stone Calendar. I know it is not a very good card because it costs 5, but I was thinking, "If I don't play it here, where else do I play it?" That isn't really a good reason, but is it as bad as it looks?
Jace's Sanctum - I am asking around at my local gaming stores and with the players to try and find a copy. It looks like a powerful inclusion.
Curious Homunculus - This little guy seems pretty darn good as well. He is 2cc ramp for your spells, and once it transforms, it gets even better.
Baral, Chief of Compliance - This legendary creature reduces costs and can sometimes let you loot. Not a bad investment for 1U
"Whatever style you wish to play, be it fast and frenzied or slow and tactical, the surest way to defeat your opponent consistently is by dominating him or her in the war of card advantage." - Brian Wiseman, April 1996
Arcane Melee is a symmetric effect, but odds are very good you'll be able to utilize it better than your opponents will.
Baral and Electromancer are definitely powerful cards. Coming down early makes them much more relevant outside of storm or storm-like turns, though that's obviously where they're going to shine. Needing to untap with Homunculus hurts it a lot.
Odds are pretty good that you won't need both Medallions, because you'll likely end up more heavily in one color. I would sort through the cards you want to include and add the Medallion that supports the heavier color. For reference, I frequently end up with a single basic mountain in this type of deck because I'm so heavily weighted towards blue.
My experience with Mizzix and other similar decks is that you're probably going to be heavy blue with win cons and some utility coming out of red. I'd be wary of cost reducers at 5 mana. The cheaper ones can more or less function as mana rocks the turn you play them. The 5 drops are much more likely to eat your turn, and all of them are high profile targets. I still like Arcane Melee despite this, because 2 mana is an enormous discount. Calendar and Seal I've played, but that was as much for them being on theme as being actual good cards.
Jace's Sanctum is solid. Scrying in front of every draw spell is nice. Four CMC is a little awkward, but it's great if you can untap with it.
The last time I played a Mizzix-like deck, which I think was Mizzix but I've run them with half a dozen different generals, I had Arcane Melee, Helm of Awakening, Jace's Sanctum, and Goblin Electromancer (plus Mizzix if she wasn't the general). You don't really need more than one down to do nasty things and you should have plenty of card draw, so that worked out fine for me.

Mizzix is one of my favorite themes and decks. Started edh with daretti and then saw his female counterpart (goblin spider walker).
Most important thing with mizzix though... more important then the storming, combos, etc... protection.
Maybe someone will disagree but if mizzix dies more then once, the whole idea of her mechanic gets shafted. Then you're paying 8 mana to hopefully get a discount of 2-3 if that?
The other players will quickly catch onto this and bolt her horrifically weak body.
Counters, greaves, boots, anything. Don't want to focus too hard on it or else you can't ideally storm or combo but be very aware of her weakness.
I have many...many edh decks, many of those relying on the commander, however early mizzix deaths really hurt me in the game more then any other

Paying more for Mizzix sucks, but it's pretty easy to storm out starting at 3 counters.
I wouldn't waste slots in a Mizzix deck for redundant cost reduction. After you get 4 or more experience counters, Mizzix effectively renders any further cost reduction pointless because you've reduced the casting costs of your spells down to their colored components already.

Enchantments
Jace's Sanctum
Creatures

Am I missing anything from that list?
In your opinion which of those are worth running and which are not? Why?
