Currently the idea I'm testing uses steal cards like Bribery and Blatant Thievery to steal enemy cards, and utilizes wheels, extra turns, and Time Spiral effect to reuse spells. The problem being, this strategy relies a LOT on what my opponents play, by herself Jeleva has trouble becoming a real threat, no matter how many extra turns or cards I drew. There is also the dilemma of needing far more instant/sorceries to satisfy her ability, and permanents (like PW) and x spells are worthless when exiled by her.
To be honest, I don't really see her winning much without a combo or two. My end result was going for a mill win condition using her as the main engine for it. I just found that her etb is better than the rest of her, especially in a combo heavy meta where you're exiling their pieces. I tried a few versions before just going all out mill, but none of them really worked. She just isn't particularly strong. Fun gimmick, stealing other players' spells, but just not good enough.
I suppose you could go self mill and use Reito Lantern to put extra turn cards back in your library and win with infinite turns and commander damage.

So you're suggesting small amount of exile (4 at a time) using the Crucible/Beacon combo? That would certainly reduce the chance of exiling useful cards before it's used.

I am thinking about playing Jeleva as a spell slinger with milling/stealing emphasis. My other spellslinger deck, Intet, the Dreamer, uses a lot of library manipulation and alternative casting to play spells (such as Intuition -> Spelltwince, or Noxious Revival -> Intet). I believe similar strategy can be applied here, instead of green I use black, which gives me access to tutors and Yawgmoth's Will. Stealing permanents/spells would give the deck extra fire when needed (I've stolen opponent's fattie while taking extra turn after turn and bear him with it). Protecting Jeleva is my prime concern, since counterspells would be useless if they got exiled by Jeleva.
EDIT: I just tested out the storm deck and I think it's by the same author as in our database. It's powerful, but I don't see a clear connection between the deck and Jeleva. He said it himself that the spells are cheap enough, having Jeleva around hardly matters. It's more like a singleton deck with a general who provides the colors. I prefer a deck with more emphasis on the general.

You could even put Jeleva in the 99, along with other cards like Diluvian Primordial or perhaps even Rise of the Dark Realms to take advantage of all the discard.
Obviously, it depends on how competitive your playgroup is.

I've heard that all Jeleva really needs to shine is haste enablers and sac outlets. Play her, flip over a spell of some sort (possibly from your own deck if you want to build that way), attack the same turn. When you're out of spells sac and repeat.

Do you think it's wise to include extra combat spells? There's definitely going to be recycle spells such as Time Spiral.
It gets worse in multiplayer, but any time I see any sort of tutor-to-hand effect under her, I almost always go for hatred. Opponents really don't expect to die from commander damage off her and rarely block her.
I like the pirate theme'd cards to take the opponents win-conditions, but I would recommend also throwing in a few of your own. Army of the Damned is a pretty good generic one. I also like beacon of tomorrows and enter the infinite since you can easily set this up under Jeleva for infinite turns. Doesn't take a lot of motions to display the win.

Beacon and Enter combo is interesting, I should try that also. Is Mirror of Fate and Doomsday good alternative for the combo? That probably might also make Laboratory Maniac a good alternative wincon.

You could also consider something like Crucible of Worlds + Command Beacon + Academy Ruins + Altar of Dementia.
Also running things like Tectonic Edge and its ilk would be helpful to you in case of pesky lands like Homeward Path.
