So a few weeks ago i was dead set on building an Atraxa oppression deck, but as i have recently learned, that is not going to work. I built three variations of the deck and none did what i wanted them to do. I mean the Idea was there, just in practice the deck did not pan out. (Still going to build a second Atraxa deck, just not too keen on putting the effort in right now, so I'll leave it on the back burner)
The issue I have with most of my decks however is budget. I would love to be able to grab 1000 bucks and go ham on building the best deck I could imagine, but I don't have that kind of dough. In fact with Christmas season and lack of hours for work, Credit card racking up, I am kind of trouble right now. So right now, while keeping on budget, i want to theory craft a budget friendly yet still very oppressive Leovold, Emissary of Trest I will be going the standard Leovold rout however, Windfall, is an obvious pick. but I believe there is also a card that makes you draw 2 cards per turn and then discard one. I will also be playing teferi's Puzzle box because I'm a jerk.
Still i want Ideas. While I may not be able to afford it at the moment, once my hours pick up I will have the money needed for this deck.

It's easy to build a reasonable mana base for a three colour deck on a budget, but the most oppressive Leovold decks are the ones that can drop him on turn two and play a wheel effect on turn three. That requires effective mana dorks, moxen and lands that produce at least two colours while entering the battlefield untapped.

Well does 3 ABURs, Shocks, Checks, Filters count as effective mana? Birds, Llanowar? Lotus Petal, Chrome Mox, mox Diamond?

All those definitely help. Honestly, if you have those cards lying around then you're already pretty far along. The manabase is usually a big money sink on any deck. This list looks like a pretty good starting point, depending on how many of the tutors and such you already own.
You want to play Teferi's Puzzle Box and be oppressive? Combo it with Uba Mask lol. And speaking of which, why not be literal and run Oppression?

I am probably safe of tutors as well. While I would have to proxy a bunch (As I do not own dupicates) I own DT, VT, MT, WT, Fabricate, Tezz would be useful as well. Diabolic Tutor, I have tutors.

Seriously, I think you could build green-centric aggro Leovold and still be oppressive.
Probably, but I rather focus on the oppression to cause some real problems. There is a guy I play who plays oppressive decks (or at least they feel oppressive, but maybe that is just a Deveri thing) though he wins about 90% of the games he plays. So instead of putting all my money into insanely powerful decks and (Which i probably could do, but that is not the goal i have in mind) I rather just build a deck that puts me on par or even above. That is why I wish to build oppression. My atraxa deck had oppression, but that was not a primary focus (like it was but it was not panning out properly). Now with Leovold it will be.

Ah. Yeah, Derevi is one of the most overpowered commanders out there (though Leovold is on-par). You're definitely justified in going all-out Leovold, but you might just want to talk to said guy about playing more reasonable commanders if only for the sake of anyone else playing with you two (or make the deck, then talk to him about it, then play the deck if he says 'no').
I am still perfecting Leovold as head of elf Tribal. No budget and oppressive but prolly not as much since I have to make room for more elves. But there are incredibly synergistic elves to make oppresive leovold successful. What was elves biggest problem? dumping hand too fast with no refill or losing all your board to a wipe. BUG lets you wheel into new hands while adding much-needed disruption (mass bounce, removal, wheels, etc). Aggro win con too so your opponents don't feel like total crap losing to a leo+wheel+necrogen mist hand-state.

he also has super fast kozilek. An actual oppressive derevi (built for the sake of being g oppressive) and rakdos. Which not nice yet still his nicest deck.
