Question is though, is it viable? I mean, I recognize that it'll probably be a more casual deck, but could I build this tribe to be consistent?
Also, what general should I play? I've thought about both Sygg, River Cutthroat and Gwendlyn Di Corci. On one hand, Sygg gives great synergy with turning creatures sideways, offering card advantage. Building around evasion, I could reliably draw cards at the end of each of my turns. However, Gwendlyn opens me up to red, which means I get things like Rage Reflection, Hammer of Purphoros, Geier Reach Bandit/Kruin Outlaw, Goblin Racketeer, and Grenzo, Havoc Raiser.
What does everyone think? Can I build something interesting out of this?
While not a rogue, Vela the Night-clad is useful for rogues as she helps them get through. She also punishes opponents if they try to get rid of your rogues.
Bonus points? Vela works awesome with the Handful of Ninjas also. Swing with an Invisible Stalker, Ninjutsu him away to get a ninja out, then the opponent takes damage from Vela for the Rogue leaving the Battlefield.

I would still vote for Gwendlyn although, as more colors = more options, which means the unsupported tribal build can have a better offense. I use Gwendlyn in a tribal Djinn deck for exactly this reason - the creatures are rubbish, but with the supporting colors it becomes (somewhat) playable.
If you want to run more control/wipe/counter/draw/interaction although then Sygg is probably better.
Sygg, River Cutthroat would appear to be the best of the two blue-black rogue legends for Lorwyn-style rogue tribal. I have my doubts about Gwendlyn and the whole being-a-good-card thing
Not that Bad Sygg is particularly competitive either...
Oh hey, what about Marchesa, the Black Rose? Not a rogue, but she gives my creatures an interesting ability gives them a little protection (psuedo-persist?) and is still in grixis colors.
