This is where Lens of Clarity and Sensei's Divining Top benefit by not revealing the top card to the opponent. If opponent plays a wrath or something, just flash in Eternal Witness, trigger Rashmi into Counterspell, cast Counterspell on the wrath, and Witness resolves, returning Counterspell. There will be all kinds of fun lines like this depending on how you build the deck.

What synergies or combos could we get (that would be worth the trouble and the spot) with Academy Ruins? Also, what kind of tricks could we pull with looting cards and Library of Leng?
I would also go similar to Intet and go for scry and top deck manipulation with a few things to allow you to play at instant speed for your opponents turns. Momir Vig seems like a good inclusion and stacking the triggers obviously becomes perfect creature cascade.

Scroll Rack allows you to set up the triggers you want for the next few turns with whatever is in your hand. Obviously it'll be the strongest play maker in the deck if you ask me.
Lots of great ideas, everyone As some of you have mentioned spells you can cast for free, I also feel that cards that let you cast other things for free might be worth a look. Mind's Dilation, for example, synergizes extremely well with Rashmi: You want to cast at least one spell during every opponent's turn, and this card gives you a good shot at doing that automatically for free. A few suspend spells like Aeon Chronicler could also work, since those are also cast once their time counters are gone (though there aren't many good ones).
Furthermore, cards that can put themselves back into your hand for another cast seem good, like Voidmage Husher or buyback staples like the already mentioned Capsize.
Returning the opponent's stuff is a fine baseline, but if you run a bunch of permanents with strong cast/ETB effects (and you probably will), you can return your own stuff and instantly recast it with Rashmi. Not really that powerful, but at least fun

hmm, what about a spell slinging cantrip general. how many instant speed cantrips are there in those colors? or would you be better off using Talrand, Sky Summoner(would still be apart of the deck for this kind of strategy). Kinda figured if there is enough instant speed cantrips the card advantage from the cantrip and the commander would be nice, even if you dont play the card for free you are still drawing it.

I don't think a significant number of library manipulation is necessary because her ability is still strong, although you can play the low CMC, good ones like top, brainstorm, and scroll rack. Jace the mind sculptor is nice but likely isn't worth the price tag unless you have one lying around.
A couple of flash enablers also are nice, but again it's not necessary to go overboard with them. I would likely play Yeva and Teferi, and at most 1-2 more of them, and that would likely be it. Better to play instants and flash cards like counters, snapcaster mage, etc.
Don't forget seedborne muse. Untapping all your mana every turn and casting big instants/flash like cryptic command is pretty good. Not sure if I'm missing any other seedborne muse kind of cards. (Could you imagine how dumb this deck would be if prophet of kruphix was still around?)
The cards that really stand out to me are those with high CMC but have an alternate casting cost, usually for 0 mana (force of will, misdirection, etc.) particularly since the alternate casting cost requires losing cards in your hand, but rashmi makes up for the card disadvantage at worse, and because of the high CMC you can likely flip something you can immediately cast. Those that have large CMC but have cost reduction (chord of calling) also seem very intriguing. The 0-mana "counters" also allow you to jam rashmi in at 4-mana, since otherwise you likely are waiting until 6-7 mana before actually throwing her out so you can get value in case she gets immediately killed.
ultimately the deck will play as your typical UG goodstuff deck that will eventually win with some kind of combo kill. It probably won't have as many creatures though as you likely want more instants and flash cards than your typical UG deck like zegana or momir vig.
An absolutely crazy combo would be using mind's dilation with bounce to the library effects like lashweed lurker to make an awesome round about way of taking all your opponent creatures. It wouldn't work with lashweed lurker specifically, but if you paired a similar effect that occurs when it enters the battlefield and deadeye navigator, things could get crazy. Cards like nevermaker. You could also use top deck manipulation to set miracle effects like vanishment or temporal mastery.
Also I feel like eldrazi should get a mention in here. Chaining 2 eldrazi together with top deck manipulation not to mention the fact that their CMC pretty much guarantees you could play any card in your deck for free is an insane value.
I'm so looking forward to this commander. She really looks alot of fun.

2) Have alternative casting costs (Force of Will, Misdirection)
3) tempt (Tempt cards like Tempt of Discovery / Expropriate )
She can force your opponent into a situation where they have to expend resources to kill her and you gain resources through defending her.
Like imagine this scenario;
Turn 1: drop fetch -> trop --> cast birds
Turn 2: drop forest -> Mox diamond (pitch land) -> drop Rashmi
Opponent's turn
Opponent -> (attempt removal spell on Rashmi)
You -> play Misdirection (pitch random blue spell. Misdirect removal to something else.)
Rashmi triggers into Rishadan Cutpurse off the top / all opponents sac a permanent.
(Turn 2 you now have an overwhelming board state already that will probably snowball into worse and worse things for all opponents at that table)
I also feel she has amazing synergy with stuff like Momir and Edric.
Here's my most recent iteration. The deck has been playing quite smoothly. I've opted to steer away from adding too many big cmc spells that can be played for free merely to get a Rashmi trigger. Rather, my focus is to jam some of the best Simic midrange/control elements and use library manipulation for extra value. Right now, my biggest gimmick is Panharmonicon. It can win games, honestly.

Top card manipulation has to be very consistent, otherwise there's a chance of "cascading" into another counterspell.
