Top of the library manipulation like Sensei's Divining Top also comes to mind. Though you probably won't need excessive amounts of it, because even just drawing a free card every turn is already extremely good.
Sprout Swarm has found a home. I'm thinking you can jam a lot more counterspells and instant speed spot removal in a deck with her since she pretty much completely negates the card disadvantage you would usually get by one for ones in a multiplayer setting.

That said, I'd follow the mentality of Intet, the Dreamer deck where you could use cards like Reclaim and Noxious Revival to put cards from your graveyard on top of your library as Rashmi triggers, in addition to other library manipulation like Tutors.
Dream Cache, Sigiled Starfish, Anchor the Aether, eyes of the watcher, llanowar empath, index I mean really anything that let's you manipulate the top cards but I love this commander and I can not wait to start building it
Carda like mystical tutor and worldly tutor are even better here
From there, you could go two ways
Combo/spellslinger
Use her for gas. Could do something like future + top + helm combo, win with brain freeze or whatever else you please
Goodstuff/creature spam
Run a bunch of great UG creatures and outvalue the table, using blue for control and then win with green's many overrun effects. Cards like yeva, nature's herald are bonkers here, and WOW would prophet of kruphix have been busted here or what? kruphix, god of horizons and seedborn muse seem pretty auto include here.

Imo i't s not a nice commander. The "converted mana cost less" kills him. You play a bunch of spells with flash and you'll get a lot of random little cards. You need luck the flip the card but the reward won't be good enough because it won't be a big card.
Why would you ever play an ornithopter in her eck? What does thopter do except rarely getting to be cast for free which doesn't really change much?
Turning all your spells into catrips isn't enough? You play a bunch of spells with flash and instants to get a lot of random cards, not random little cards.
IMO building about the semi-cascade clause is not the way to go about her. But upgrading all your Counterspells to Dismiss and sprout swarm cantripping seems pretty decent.
And not a nice commander? You are aware that you get to "draw" the card no matter what right?

Definitely don't neglect ramping since you're going to have a very full hand and will need to cast that stuff (one on my turn, and one on your turn, and one on yours, etc.). Also to let you shuffle the (visible) top of your deck if you've already gotten your Rashmi trigger for the turn but don't like what is being offered up next.
Force of Will is a no-brainer. Foil is probably good enough to make the cut as well.

Edit: Just to add, this is the best general we've seen in UG for a control strategy. All the other generals are very combo or creature focused, she is not. The closest thing we have now is Kruphix, God of Horizons, but his effect is extremely boring and choosing him as a commander shoehorns you into an archetype if you want to optimize. Rashmi has many more routes available to her. She turns cards likeCapsize into also a really great (albeit expensive) engine in a draw-go control strategy.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

Uhm, didn't thought about ignore the "cascade"" part just to focus on the cantrip part. This way is surely better, but still doesn't impress me very. Works only on the first spell, doesn't work if the top is a land and you have to reveal the card you draw.
The whole "play small spells with flash" plan still isn't good imo. There are better way and generals to draw cards.
Jori En is one of the stronger ur commanders. Here you get a MUCH easier trigger, better colours and the chance to cascade for just one more mana. It turns pretty much all your spells into cantrips. You can jam counterspells if you want without worrying about 1v1 trades being bad in general in multi due to the cantrip. You will overwhelm people with card advantage so easy with this at your helm.
By the way: I like how you have changed from "it's not a good commander" to "doesn't seem a busted commander".

Strongest would be storm, similar to how moxnix uses jori en, ruin diver in this style of deck. Rashmi is most likely a better general for that sort of deck. Loosing red isn't a loss for what the deck gains. She generates card advantage upon the first cast no mater what (draw or free "cast" to add to storm), gives you access to land-ramp, as well as early harvest/rude awakening/recollect/regrowth effects.
Alternatively it is another creature tempo engine that can play similar to how momir vig, simic visionary/yisan, the wanderer bard, and with top-deck manipulation can make chaining creatures together effective. This approach seems pretty bland although.
Honestly I'm not very fond of the card. It is another edh-card-advantage machine in the colors that don't really need it. A storm brew would be interesting, but IMO it seems to just be another card advantage machine with little flavor. Not bad, but not very interesting, which is again just my opinion.

I didn't understand that the ability let you draw even if you flip a land. This general went from not working 33% of times to working 100% of times.
I like how the thread changed from "let's build something unique that cascade as much as it can" to "let's build simple GU control deck that draw cards". Boring commander for a boring deck and Momir Vig is still better and probably even Zegana.

Her abiliies are centered around drawing cards getting some additional tempo with some cascades now and then. Doesn't it make sense that a commander based around drawing cards will result in a deck that draws cards?

You have the timing wrong, the original Spell Resolves second
You cast any spell you want, then in response to Rashmi's trigger you use your Mystical Tutor/Reclaim/Noxious Revival to put your desired cascade on top of your library.

I do like its ability, more specifically its limitations of 1st spell only, top card only, and lower cost. It seems specific and limited enough to be fun, but I agree. Green/Blue doesn't need another advantage engine. I would have loved this in W/U, U/R, U/B, or jeskai. I will say that I like it a lot better than Momir Vig, but I've never liked Momir Vig in the first place, so I'm pretty biased.

You do still get to put it into your hand if it's a land, since you "don't cast" it.
Courser of Kruphix and Oracle of Mul Daya haven't been mentioned yet but are also powerful Lantern/Future Sight supplements. Lens of Clarity is the same low cost as Lantern but lets you hide the information. Field of Dreams if you want to go old-school.

You're really missing out on the synergies of this card. I for one am excited to play her and have turns where I end step evacuation and in response to her trigger Noxious Revival or Worldly Tutor an Eternal Witness to the top of my deck to get back any card and set up a softlock and continue to get crazy value, because I get my Worldly Tutor or Noxious Revival back and can do the same thing for a different card next turn. There's also the fact that you can run Jace, the Mind Sculptor, Sylvan Library, Scroll Rack, Sensei's Divining Top, Brainstorm, and Mystical Tutor, which are all GREAT cards on their own and synergize very well with her effect. Cards that cheat on mana like Dig Through Time, Treasure Cruise, Force of Will, Elder-Deep Fiend, Mulldrifter and Ancestral Vision are also very good with her. As far as flash goes, you know that Mystic Snake, Venser, Shaper Savant, Snapcaster Mage, and Teferi, Mage of Zhalfir all exist, right? Also turning all your counterspells or dig spells like Fact or Fiction, Impulse, Anticipate, Thirst for Knowledge, into an extra cantrip or maybe even a free spell is incredibly good in a control oriented deck. Casting Cryptic Command into something as innocuous as a Nissa's Pilgrimage is insane value. Insane.

Agreed. They aren't completely free, but cards like Dig Through Time and Treasure Cruise are even better than usual in this deck for the same reason. Decimator of the Provinces and Elder Deep-Fiend also come to mind.
