Not in those colors, perhaps, but I have had several decks with multiple color-eligible legends in the 99, and would alternate between them for variety's sake. In each deck, there was always one strongest choice.
So I guess I am saying jam a few appropriate legends in your 99 and shift them about as necessary.

It really depends on how much you build around the commander. In my Rith, the Awakener deck I also have Gahiji, Honored One as both work well with tokens. Mimeoplasm/ Tasigur I think could work as both have elements of self mill and reanimator but Karn/ Kozilek I think will be significantly harder.

I actually have a friend that just did this exact tactic for switching between games with our close group of friends and ones with random people at our game store. His deck is mono red and he uses around 10-15 possible legendary creatures as his commander for a given game. So far it's worked pretty well. Each commander makes you think about the game at least a little differently. Jaya Ballard, Task Mage for games with a lot of blue running around, maybe Ashling the Pilgrim against a token strategy. It doesn't change the match ups super heavily, but its enough to make you change strategies slightly when you know he always has access to that one particular card.
So in short - I think it can absolutely work. You just have to build the deck more generically good rather than built around a commander like many people enjoy doing. Also you have to have a group that is ok allowing you to switch commanders like that. We've found it pretty entertaining so far though
I have wanted to do the same thing. You could build a mono blue wizard tribal deck with azami, lady of scrolls at the helm, and switch her out for Tomorrow, azami's familiar when you want a less powerful deck.
Also My Purphy deck. While Purphoros, god of the Forge I could switch him out for Krenko, Mob boss
Though they are both agressive and dangerous, Krenko makes the deck less powerfull.
EDIT: I also saw a guy who would just siphon rhough his deck until he found a legend and that was his commander for the game. You can do this in wizards as well. As there are many legendary wizards that can act as a general that change teh level of power the deck has. Arcanis the Omnipotent. Is a tap draw 3. Azami is only draw 1, but she can use her ability turn she comes out and can lead to more draw power.
"Good stuff" decks can do this very easily. I made a mono-white good stuff a few years back that had a dozen or so possible generals. I kept the legendaries excluded from the deck and just shuffled them up and flip the top card for my general for that game. It was surprisingly fun to try and put the general to use in every game.
Yes. Build a deck that is very strong and does not especially rely on its general. Then, as an alternate, have one of the weird/vanilla generals from Legends.
As a specific example, my favourite deck is my Stangg deck. I have built it to take advantage of the fact that Stangg is two creatures and I have done everything in my power to optimize it as much as possible. But because Stangg is so weak, it's a strong casual deck at best. If I switch Stangg our for Ulasht, the Hate Seed (who is in the 99), the deck can sit quite comfortably at competitive tables. It's not tier 1 or anything, but it won't embarrass itself.
Another example is Dragonlord Silumgar who can reasonably helm a very strong UB goodstuff deck. But swap him out with Sivitri Scarzam (who is a flavour win, especially if you consider that Silumgar might be Scarzam's Dragon) and the deck becomes quite a bit more casual.
Karlov of the Ghost Council and Ayli, Eternal Pilgrim is another example of two generals that could potentially head the same decklist. A tuned Karlov list is going to be more interested in many instances of "gain 1 life" and a tuned Ayli list is going to be interested in having tokens around, but those aren't mutually exclusive, such as in the case of Soul Warden and friends.
My question, is it possible to build one deck and simply adjust its power level from casual to competitive by changing out the commander?
Ex. Mimeoplasm and Tasigur?
Karn and Kozillek?
I'm not saying the above commanders are casual, competitive, or interchangeable. They are just a few of the different commanders I'm leaning toward.
If this can be done, does anyone have examples or can lead me down the right path?
