How viable is it in an edh deck. Does anyone use it? Is it worth run . In a casual playgroup where we all ha e very different decks? His about competitive. Does it see much use when people are using the top tier decks and generals?
I forgot this card existed and have literally never seen it played in Commander. The trick of it is, I think, that as decks get more and more cutthroat and thus the value of a card that lets you turn your 1/1 dork into, say. a Deadeye Navigator to match the opposing DEN gets higher, the deckspace gets tighter and tighter and it gets harder and harder to justify spending a slot in your 99 on such a narrow, niche effect. It's the same reason I have almost never seen a Commander deck run stuff like Shadow of Doubt - by the time you have a meta so competitive that such an effect is a winner, you likely can't carve out space for the card in your deck without sacrificing your own consistency and power too much.

Due to Commander being a singleton format you are limited to what your opponents control and you must also have it in your own deck. I think that by itself makes it too narrow to play in almost every case.

Not necessarily control, but yes it is dependent on what your opponents play.
The potential for it to be a dead card is way too high for me to run it. Even ignoring the part where it targets and has sac a creature as an additional cost, there are going to be plenty of games where the colors don't line up, the strategies don't line up, you opponents never draw overlapping creatures, you draw the overlapping creatures first, etc. It would take an amazingly consistent group for me to even give the card a second look, and it still wouldn't be enough.

It has the potential to do some fun stuff, but I think it's too limited.
To maximize the card, you could have one of the eldrazi titans in play, create a token or clone of the eldrazi, then, as a fast effect to the legendary sacrifice trigger, you play MotM to sacrifice the titan card, which gets shuffled into the library, then returned to play, eliminating the token.
This card made me realize: I can't believe they haven't printed a clone variant yet that makes you sacrifice a creature. The obvious flavoring would be a polymorph type spell

As an additional cost to cast Transfigure, sacrifice a creature.
Put a token onto the battlefield that's a copy of target creature.
holy crap the name Transfigure isn't taken yet?! how is this not a thing
Maybe they haven't made one because it could confuse people rules-wise. Like it might need reminder text saying if you sacrifice the creature you targeted, the spell is countered

But that's extremely contrived.
Doesn't work. The legendary rule isn't a trigger. It puts one copy into the GY as a state based action, so by the time you actually get priority to cast something you're already down to one copy. You can make it work by sacrificing a different creature and targeting the clone after the titan has died and shuffled back. While it's a possible use for the card, that line of play doesn't really do anything for you aside from shuffle your GY into your library and untap the titan.

Maybe it has a home in Thada Adel, Acquisitor decks as a way to make extra value out of other peoples Solemn Simulacrums.
