In honor of the passed Purple One, I'm brainstorming some deck ideas.
I also just got a Dovescape, so timing seems fortuitous. Making my opponents cry via doves is kind of on point. So blue and white are needed unless someone has a great idea for a general/deck that doesn't include these colors.
Gatherer search for cards with 'rain' in the title came up with depressingly bad cards.
Color combination that first comes to mind is Jeskai as I get blue and white for Dovescape and blue and red for purple. The only commander in these colors would be Zedruu the Greathearted... She gives things to people and gains life and knowledge as a result. Very Prince-like. And she's fabulous. Only problem is I've never liked playing against Zedruu, never thought I'd actually build Zedruu. But in the early 90s (yes, that old) Prince opened my ears to new music, so maybe Zedruu will open my mind to new play styles.
So I've got Zedruu and Dovescape and... other cards. Thinking Guile because that's a wincon in a deck that may not have many. As far as the other cards I'm looking to Urza's Legacy, Urza's Destiny, Mercadian Masques, and Starter 1999 because they all came out in 1999 and we're partying like it's. Luckily are some decent world enchantments from those blocks, though not necessarily ones that people like to play against. That's one thing I'm worried about, making a theme deck that everyone hates to have on the table.
So... that's where I'm at, peanut gallery, have at it.
Grixis unfortunately wouldn't allow dovescape, but either way you can swan song, which also turns things into birds and has the added bonus of being musical!
Actually, that made me realize you could definitely build in a music subtheme, there are quite a few cards with "song" and similar words in their name, plus various Sirens and stuff like that. Lol goblin lyre rockin out
Well, you'll definitely want Sex Appeal. A bunch of his songs are about lost love, so maybe Teardrop Kami and Wall of Tears? If you're willing to alter old cards (which I have mixed feelings about since comparatively few were printed) you could make yourself some Purple Rain. Oh, and whenever possible use Time Spiral timeshifted cards since the expansion symbol is purple.

You would never guess, at the terrifying sight of the man, that Hunding was as charming a companion as one could wish for.
Oh man Acid Rain is perfect, not sure how I missed that. Oh, and it's Legends so it's ridiculously expensive for what it is. I don't even think it would need an alter, art is purpley enough. Sex Appeal is harmless enough unglued card that I could see running it.
I'm still leaning toward Zedruu, though I could also see Rubinia Soulsinger because she sings soul...
I support Zedruu as well because it gets you access to Red, the color of passion. I know there's Red legendaries that are actually couples in love like Anax and Cymede and [/card]Pia and Kiran Nalaar[/card]. Prince was extremely passionate ABOUT love. I think finding other Red cards that explore that would be a fun way to take the deck as well. I'm also going to second Swan Song. That's about all I've got for now, but I think you're on the right track.

prince of thralls
(very unfortunate that neither of those can be a commander, maybe you can ask your friends if they'd mind?)
aaaaaaaaaaaaand... princess lucrezia. Yes I would like to tap my 6 drop for 1 blue mana, of course.

Garza Zol, Plague Queen even looks a bit like Prince, as does Mishra, Artificer Prodigy. Gwendlyn di Corci looks nothing like Prince, but considering how sex-oriented his music is, she kinda fits. Hmmm.
