Depends on the tutors and the card draw, and whether Duel or Multiplayer. In Duel, you can use tutors to gain the upper hand in resources by destroying/denying your opponent more effectively. In multiplayer, you can't check multiple people as easily, so it's better to use more Draw. With W/R, I like to use the equipment tutoring power to consistently pull out powerful draw. You have to be aware of over-reliance on this, as if you run too many tutors for too few targets, you'll be sad when your Skullclamp gets destroyed.

Tormenting Voice is a great early fixer, but doesn't give you raw CA, simply card selection. Early fixers are important, but you still want some pure draw power.
I'll be honest here... I'm not a huge fan of the cycling lands here. I get that you can tutor them up with Weathered Wayfarer to turn him into bad draw, but you really have no good way to re-use or abuse them aside from that. Sure, Sun Titan can bring some back, but fetchlands are better. Mistveil Plains can put them back on the bottom, but once again, only Weathered Wayfarer can make use of it.
Is Tormenting Voice even comparable to Open the Armory?
How often do you prefer "drawing" your best equipment over any random card? (close to always?)
Do you have any use for the card you pitched to the yard with Voice?
Early game, when you might need a land or cheap drop rather than that fatty, yes, hitting a good filter can be more important than a tutor.
If you're into recursion and wheel tipe effects, Magus of the wheel could be cool. Pop him, swing with Sun Titan, rinse/repeate. Kinda depends on how much your deck likes white's recursion options because you could potentially drop playable stuff in the yard for karmic guide and such
Also you need to think of recursion. If you have a few things like Sun Titan, Derreti, Welder, Argivian than playing looting effects becomes even better. Also depends on what kind of hate you are to expect, do people like to blow your equipment up? In a more competetive game I see mostly combo/prison being played(my meta when everyone else is on board) and nobody gives a damn about equipment.

EDIT: Just to stay on topic, Charmbreaker Devil is a nice way of getting spells back.
Kind of a non sequitur, but boros isn't really that heavy on card drawing because they're the two worst colors at doing that in EDH. rather, it's best to play aggressive and get a board presence fast, and then play a mass land destruction like armageddon to close out the game.

Basically your draw options are really quite poor, I still run some (typically with dual use) but I am tutors primarily.
To even bother with boros you have to be doing something powerful and explosive just the right situation for tutors. Boros is never slow and grindy.

Depends on your competitive level, but if you have enough cheap creatures/recursion, Bygone Bishop has made me fairly happy recently. Of course, he's second fiddle to Mentor of the Meek, and with white's equipment tutoring, you'd be hard pressed to not run Skullclamp and Sword of Fire and Ice. I also really like Sword of Light and Shadow. Mask of Memory is also good.
If adding ramp to your suite, Sword of the Animist is great.
With any kind of equipment package, Prophetic Flamespeaker looks quite nice. 0 Chandra, and Outpost Siege are 'acceptable.' Wheels are fantastic.
Auriok Salvagers, Salvage Scout, and Buried Ruin have all been useful to me to recover my equipment, and Rings of Brighthearth has been powerful to double up on these effects.
Are you already running Stoneforge Mystic, Relic Seeker, Quest for the Holy Relic, and Steelshaper's Gift. Possibly even Godo, Bandit Warlord? Some of those should be run before armory.

Sensei's Divining Top would provide great filtration for you, and pair with Rings of Brighthearth, you can turn it into a mediocre draw option.
