I was playing around with my Narset deck and I figured I could implement the super fun Noyan Dar+Jeskai Ascendancy combo, but I'm not too sure how to pull it off effectively (That is, without having to naturally draw into Noyan Dar). Are there any cards in Jeskai colours (URW) that could tutor for Noyan Dar, or I guess any creature at all? I've tried looking through cards to find one but I might have missed some (what with 15327 total unique cards in the game, 16056 if you count planechase, vanguard, un-sets, etc.).
Both Merrow Harbinger and Seahunter will find Noyan for you. You could also do something like build an Intuition pile with Noyan and some recursion like Body Double and Karmic Guide. Then there are colorless options like Planar Portal/Ring of Three Wishes. There are other options I'm probably not covering but really, finding creatures in particular is a bit outside of Jeskai's wheelhouse.
Yeah, I know it's out out of its section of the colour pie, but there are always ways to get around that kind of stuff. Never thought about his creature type, though. I'll experiment with Merrow harbinger and Seahunter, and for sure include Ring of Three Wishes, those sound the most effective. Thanks.
Citanul Flute is similar to Planar Portal. Gamble has a risk but can do the job. Intuition is only good if you can make piles where you always get what you want. Knowledge Exploitation can use another deck's tutor to find Noyan Dar. Long-Term Plans I find pretty good for a non-black, nonconditional tutor (other than the wait time, easily negated with Brainstorm or other cantrips) Noble Benefactor if you don't mind opponents getting a free tutor (can be deadly to you) Tamiyo's Journal if you can support it with more clues as without support it will be really slow.
The problem with trying to draw Noyan Dar, Roil Shaper and Jeskai Ascendancy the fair way is that I need a large library (usually around 60 cards, but I can take as low 40) to successfully combo off. I wouldn't in other formats, but in EDH I can't just play 15 cantrips and Grapeshot my opponent to death, I usually have 3+ opponents I need to kill the turn of and they all have twice as much life (usually) as players would in normal games. I need to be able to play enough spells that lets me get enough cards in hand and enough floating mana that I can get my deck down to 1 card and start chaining together Zeniths (tap 7 creaturelands, play Red Sun's Zenith for x=o, float the 6 extra mana, trigger ascendancy to untap all the creaturelands and loot a card, drawing whatever's on the top of my deck and shuffling zenith into my empty deck, then discarding any non-zenith, non-Fireball card, then play Blue Sun's Zenith for x=0, float the 4 extra mana, etc.) until I get enough mana to either cast Fireball for x=enough and kill everyone, or cast Howl of the Hoarde, activate Chandra, the Firebrand's -2, cast one of the Izzet Zeniths for x=enough, cast Increasing Vengeance, flashback Increasing Vengeance, exile Geistblast from my graveyard, and hope I generated enough copies to kill everyone.

You don't necessarily need to draw into those cards directly; drawing into a tutor works, too. If you're trying to do something with specific cards in EDH, tutors are the way to go. But when there's a shortage of applicable tutors, as in this case, cantrips and card draw work well to augment them. Dig Through Time, as Giodante mentioned, isn't as close to being a tutor in EDH as it is in other formats, but it's still reasonably close and great value even when it "misses." If you're really desperate, Mystical Tutor and Merchant Scroll are two of the better ways to start a tutor chain (some of the transmute cards work, too).

You don't necessarily need to draw into those cards directly; drawing into a tutor works, too. If you're trying to do something with specific cards in EDH, tutors are the way to go. But when there's a shortage of applicable tutors, as in this case, cantrips and card draw work well to augment them. Dig Through Time, as Giodante mentioned, isn't as close to being a tutor in EDH as it is in other formats, but it's still reasonably close and great value even when it "misses." If you're really desperate, Mystical Tutor and Merchant Scroll are two of the better ways to start a tutor chain (some of the transmute cards work, too).
Trust me, I use Dig Through Time. Half my spells list is cards that can somehow draw me stuff. A few significant cards include Dack Fayden, Mind Unbound, and Jeskai Ascendancy itself. I'm just super greedy, and also need to get my combo through a meta full of Stolen Goods/Villainous Wealth-type effects, mill decks, BW destroy everything decks, and a particularly strong Mizzix of the Izmagnus player (Can't say much about the deck itself, though, it seems to change every week).
If you can cast and protect Mind Unbound for two turns you draw a total of 3 cards. Why not get them upfront for cheaper with Concentrate? Or get more cards upfront for cheaper with Tidings? Or get way more cards upfront and way more later on for the same cost with Recurring Insight?

The extra cards I drew with it help me protect it on future turns where I start drawing many more cards with it. When I cast it I normally don't have a lot of mana and haven't cast too many draw spells yet so having to protect it is a real issue. A couple turns later, not as much.

If I can cast it and then protect it (and myself) for two turns, it's very hard to lose. The only real problem then is actually winning.
