I wanted to put a decklist together for Valentine's, but that ship has sailed for the year, so I'm looking ahead to the next major holiday: St. Patrick's!
At this point, I know that I want the decklist to feature a lot of green cards. Regrettably there exists only a single leprechaun in all of Magic, though maybe someday a proper Celtic set will amend that like Theros did for Satyrs. At any rate, the "wee green folk" trope can still be carried through Humans and Elves.
For other colors, red would be good for the luck theme, and white often shows up as a compliment to green, so Gruul, Selesnya, and Naya all seem compelling. Of course, the "pot o' gold at the end of the rainbow" trope could push to straight-up five color, but what legend would I use as commander then? I could simply go monogreen with legends like Yeva, Nature's Herald and Yisan, the Wanderer Bard.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
No leprechauns, no problem. Run Gaddock Teeg.
Teague Pronunciation: TEEG is a common Irish name that was originally a slur against the Roman Catholics in Northern Ireland. St. Patrick was a religious figure. You need access to cards with holy themes to do St. Patrick's day any justice.
Gaddock Teeg is a kithkin and kithkin are a wee folk.
Also, it's originally a feast day and Lenten restrictions are lifted on St. Patrick's day so include any cards featuring eating or drinking.
I like that Yeva, Nature's Herald cares about whether or not your creatures wear green in order to benefit from her ability.
Alternatively, I think mono-gold could be cool. The rule being that every card in the deck must have a gold border. Progenitus seems like it would be appropriate, since it is from Alara, the block containing the actual mono-gold set.
Adding in Black would allow you to run both Gild and King Macar, the Gold-Cursed. I'm not sure about the flavor justification of running black, but those cards are cool. If you add white you get Aurification.
I think the WUBRG deck would be most fun, though. You get gold borders, and the rainbow of colors to choose from. Even Blue apparently has a card called Venarian Gold, which isn't great, but also isn't unplayable. You can put a lot of coin flipping into the deck (including Krark's Thumb, natch) and use Chance Encounter as a win-con (the luck of the Irish).
rainbow vale feels like its gotta be in there too, after all, rainbows lead to the pots of gold.
there are no good cards with 'pot' in their name so caldron's should be included instead. ice cauldron just for the 'WTF foes that card do' fun.
cards with 'treasure' also should be considered.

Those are some really good points. Holy Day is an easy pick, bonus points for playing nicely with Gaddock.
I also like reltastic's Vivid land suggestions. I was considering adding in some Hideaway lands like Windbrisk Heights or Mosswort Bridge as well for additional flavor.

You need beer on St. Patrick's Day, so perhaps Powder Keg is in order. If you really want to go deep, Goblin Boom Keg is also an option (albeit not a very good option). Perhaps you open it up to things like Mimic Vat instead.
And with a lack of Leprechauns, perhaps you look at including some Druids. I would look at Gatherer and perhaps look at the various artwork to see if any strike your fancy. Some of the Priestess cards are especially Celtic looking.

The vivid lands (Meadow, Creek, Marsh, Crag, Grove) would be flavorful.
I have a personal soft spot for Karona, but I don't think any of the five color commanders particularly fit the theme.
