My friend's Meren of Clan Nel Toth runs Lord of Extinction as one if its threats, and slotting Horror of Horrors into that situation would solve the Lord's vulnerability while also making it bigger. Certainly not an amazing card, but in EDH, almost anything can be good in the right moment.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
The only time I've seen Sustainer of the Realm in an EDH deck was someone's mono-white Radiant, Archangel Angel tribal deck that only cared that the creature was an Angel and that it flew. It is fine at doing those things, but not much else...

My only complaint is that they didn't errata Norin the Wary to be a Coward. I don't care if he exiles himself when a creature attacks, making Intimidator's static ability irrelevant in this case. Norin should clearly be a Coward.
Love this guy. Perfect flavor, perfectly strange effect at an EDH scale. And, of course, Warrior tribal loves him for how easy it is to make your whole team unblockable.
Awesome rules text, but for 7 mana, I feel like you can get a lot more. Blue can make everything fly or have horsemanship. Green can give everything trample or Intimidate... all these things for less than 7 mana, never mind the mana to activate the abilities. White can do things like Akroma's Blessing.
He's kind of like Boros Battleshaper. He looks absolutely terrible on paper, but once you get him out and start controlling combats on everyone's turn, he impresses more than you think he should. Occasionally good in practice, but not for 1v1.
I got this in the Lovisa vs. Jhoira duel deck, and loved the idea. I haven't designed a deck to take advantage of it, but I'm considering it(Radha, Heir to Keld as general, likely).

I rather enjoy him in my "they might be giants" giant tribal theme deck. It is true that he doesn't have much synergy, but it is also true he grants a very uniquely red form of evasion. Pretty mana intensive, though.
Sac a dude, blow up a dude. Straightforward, easy, worth it in some decks. This version has the best flavor text.

As an instant, it'd be great. As a sorcery, not a fan. Same is true for nearly all sorcery speed targeted removal, though, up to and including vindicate. Multiplayer formats are where instant-speed removal is at its most valuable and sorcery speed is at its least.
I think this card is pretty solid in the right deck. I have it in Sek'Kuar, Deathkeeper and it's done pretty good work as a one-time sac outlet that gets rid of the scariest thing on the table. DirkGently is of course right that it loses a fair amount of utility as a sorcery, especially in a format where people are equipping Lightning Greaves and going to town pretty regularly, but given how efficient it is I still think it's worthwhile in decks that like things going to the graveyard.

I even feel like I'd play demoralize before Intimdator.
I really like Intimidator, and have a nice foil copy, but I don't imagine wanting to play the card unless I have a janky combo.
