Cipher in general is as overcosted in EDH as it was in normal Magic. I occasionally have Last Thoughts, Hidden Strings, Stolen Identity, and Undercity Plague in my pile of stuff as I craft a 99 only for those cards to end up cut as I whittle down a list. The one exception is Whispering Madness, since I'd gladly pay the one extra on Windfall to gain the ability to chain it in most wheel/Megrim/Nekusaur decks. I get why they did what they did, as all of these cards at one mana less are very good if they trigger only once and become insanity if you get to trigger them multiple times, but it makes for a poor overall mechanic.
4/10 card for me.

If we're gonna go slightly off-topic and bring other cipher cards into the equation - Call of the Nightwing has been bizarrely good in Vela the Night-Clad in my experience.
And if you encoded it onto a creature with first strike and had a load of prowess creatures also attacking wouldn't they get a bonus? Like new Drana
On point though, you can do much worse as this (with my limited rules knowledge) is essentially an un targetable aura that cantrips. Far from the primary candidate for what goes into a deck but I think will have a place somewhere.
Costs too much mana and provides too little reward for too much risk while being outclassed by more efficient cards doing almost the same thing? Yeah, seems unplayable to me.

Doran, the Siege Tower likes combat tricks, especially mass (effective) +2/+2. Otherwise, it is indeed usually too low-impact.
How many creatures do you usually have out with Doran? I could see this pushing maybe 6 damage at best in that deck. Tower Defense or Solidarity seem to make sense though.
I was incidentally sorting our white Time Spiral the other day and looked at this card... for about two seconds, went 'huh, that is a thing' and carried on... can't really think of a situation where I'd use this.

If this was a 1/1 for U with this ability, there would be combo implications. At 3U I'm sure there are still combos (because sure, let's say you have infinite blue mana), but they're going to fall squarely in the territory of Winning in a Needlessly Complex Way.
Err...This is one of those cards that tries to be a cog (a card that doesn't look like much at first blush but has a lot of combo implications, e.g. Ornithopter), but costs way too much. This saw some limited play, almost entirely because it has flying. It does dodge all targeted removal (which is about 99% of the removal you'll see in limited), but the tempo loss remains.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
It was reasonable in limited, a 2/3 flier that dodges removal was reasonable in its format. For commander, throw it in an ultra casual U/R/x shenanigans deck. It goes well enough with Confusion in the Ranks, Puca's Mischief, and other such cards to let you repeatedly steal opponents creatures and ensure they get nothing in return. Make no mistake, this is a bad card, but sometimes getting everyone to make a low powered 25% deck and go nuts is a good way to shake up a playgroup.

Imaginary fish is not good, and I'm not sure I would play in limited with its 4cmc. If it had a place anywhere best I can think of is in Animar, Soul of Elements with Shuko for the repeatable cast buff but even then its hot garbage.
