I suppose there could be some fun here with Death's Shadow and Phyrexian Dreadnought, given that you can get them back into the grave for 1 mana. MAYBE in a deck that's already running those for other shenanigans this could find a place as a clever (but still non-optimal) secret tech.
I had to read this card twice. I thought it was a reanimator effect. That would be sweet. Instead it just sends it to your hand.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
A 1 mana equipment that lets me tap to deal 1 damage? With a very rarely ocurring upside? That's not so bad with deathtouch, or stuff like Nicol Bo...wait, it has an equip of 5?

While not specific to Commander, I want to make note of the fact that in Innistrad block limited, werewolves had a serious flaw in the form of flashback. And two-thirds of DKA's Little Red Riding Hood gimmick (Lambholt Elder and Scorned Villager) had abilities that were antagonistic with the werewolf mechanic.
3/10 Any card can be made bad by just adjusting the mana cost.

The only time this beats the alternatives is when you've got something like Unnatural Selection out. Even then you're going to want to find a way to circumvent that monstrous equip cost.
I used to run Hankyu in my infect deck (the first Commander deck I made, before MBS was even released). Hankyu's pretty bad, but at least you can have a bunch of creatures aim for a while, and then one infect creature lets free a rain of arrows for lethal on someone.
Considering the number of werewolves I see in the format, I say in practice (not in theory) this is strictly worse than Viridian Longbow. You'll literally need a have an army of deathtouchers and Puresteel Paladin/Brass Squire to even justify this as a second Viridian Longbow for redundancy purposes.
Well, just an example of top-down design resulting a narrow card that makes it generally worse in theory and more or less strictly worse in practice.
I think one of the concerns was making another Viridian Longbow. From what I understand, Mirrodin was a major black eye for R&D, and whenever they print something that resembles a mirridon card, they make it awful just to be sure.
Is not an Awesome Present to get in your booster, nor in your EDH deck.

Hankyu looks like it would be an interesting toy for an Atraxa deck. You know, when you get sick of Superfriends, Infect or Stax, why not build Deathtouch tribal?
Good flavor, you have to bribe your blockers to run in front of the big scary guy. Wouldn't mind seeing this effect on creatures in the future as a form of evasion, but using this card to give it to a creature is a bad value deal.
Sometimes the whole random thing means there isn't much to discuss for a few days. This card was OK back in the day, as it could drop onto something early and it could go unblocked for quite awhile before it was convenient to pay the cost to block it, but its a fine example of the sort of card that was just normally powered chaff that could see some play back in olden times that has been completely eclipsed and has no place in the game outside of crap cubes.

Yeah, I don't know why I would run this over Thornbite Staff or Pathway Arrows or Viridian Longbow. This is really getting close to Heavy Arbalest or Razor Boomerang territory.
