Well, you can get clever: For instance, putting Brand or Gruul Charm on the stick. Or you can use Opalescence or Starfield of Nyx to make it a creature and then use Homeward Path. Or Zedruu can use it, granted, probably not to the best effect.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!
It's a great rattlesnake that ohsooften makes bad players misplay by not playing anything at all into it "because they don't want to lose it". When in actuality you have to bait their trigger so you can take it (and hold onto it, if it's really troublesome for you).

It's shade, not firebreathing. It still feels weird, but green does get shade and firebreathing very rarely, same as flying.
Now, the shock? I can't say much about that other than lol Time Spiral. Which goes a long way to explaining what it is: Unyaro Bee Sting and Killer Bees.
Of course, all of this is made more hilarious because in the very next block, it gives your Primalcrux +3/+3, and fast forward to Theros, you're going to want to use this with Karametra's Acolyte, Nykthos, Shrine to Nyx, and maybe Aspect of Hydra and Reverent Hunter. Obviously notSkyreaping, though. You also get Nylea's Disciple and Phosphorescent Feast, if you really need lifegain for some reason. (I'm not sure what it does in green devotion other than letting you draw three cards off Sylvan Library every turn; if you're playing multicolor, though, and I've done two- and three-color devotion just for the hybrid mana and a few clone and reanimator spells, it can be useful.)
Oh, and they can help animate Xenagos, God of Revels, or be a target for him. In fact, in addition to animating Therian gods, they can easily help Rhonas attack and block.

In terms of playability...green is hard up for fliers, but I don't know if they are this hard up. I'd be unlikely to include this anywhere I think. 2 damage is meaningless in most games and a flying shade is not a winning card in this format.

I had it in my Omnath v1, prior to Nykthos being released, it was actually pretty terrible. It was useful a few times but they were the exceptions rather than the rule, I can't see Nykthos making them any better.
In this day and age, we’d probably get the same cmc, if not cheaper, the shade ability, the sac ability dealing damage to its power only to a creature, the sac ability killing a PW, and the sac ability dealing a higher amount to a player. Mythic.

This wouldn't be printed today, it was only printed in TS because it's a reference to Unyaro Bee Sting and Killer Bees, specifically being a Killer Bees with the spell stapled on as sac effect. It was never supposed to be good, it was supposed to show up and make older players chuckle.
That said, I do include it in my Nylea mono green devotion deck, were it is pretty ok. Sometimes just being able to drop 20 mana into it will just kill people,
and that's not hard to achieve (remember, Nylea gives it trample). I also run it in Mazirek insect tribal along with killer bees, but that deck is clownshoes.

It's a Time Spiral card simultaneously reprinting Killer Bees and Bee Sting. Both of which are in my Foglio art deck.
Late card is late. Anyway, narrow effect and not all that impactful, but if you play the typical UB Flash kind of deck, it can certainly put in work.

I once played against someone whose only non-flash/non-instant card was Merchant Scroll (plus his lands). Even the general was Wydwen.
Obviously, he wasn't running Dreamspoiler Witches (it doesn't itself have flash), but the number of cards he would often play during someone else's turn, it would have been effective for him.

Dreamspoiler Witches is interesting. I suppose you could use it with Vedalken Orrery. Actually, now I want to make a not-white instant-speed-matters deck. And I can probably use some pseudostorm cards in that deck.

I understand why this is what it is for Limited, but it misses the mark in EDH. Even for tribal faeries, not a tribe historically known for mana-efficient bodies, this is in a CMC slot competing with Mistbind Clique, Sower of Temptation, Wydwen, the Biting Gale, Glen Elendra Liege, Glen Elendra Archmage, Faerie Artisans, and Faerie Harbinger. While this does something none of those things do, the thing it does is not really a thing you need in EDH (to kill small but targetable utility creatures). It's certainly not unplayable in a prototypical Faerie deck or U/B/x Flash deck, just gets edged out for more powerful creatures and more reliable removal.
