Are there any generals that play well with Lure effects? Glissa, the Traitor maybe?
Well first any creature with indestructible is really nice with lure, like Sapling of Colfenor. You can get by with a Nemesis Mask if your commander lacks in their identity. As it can allow other creatures to sneak by while your commander pins down the enemy forces.
That's some mighty impractical armor...or is it skin, given that we're on Mirrodin? Whatever it is, it doesn't look convenient.

Card advantage is not the same thing as card draw. Something for 2B cannot be strictly worse than something for BBB or 3BB. If you're taking out Swords to Plowshares for Plummet, you're a fool. Stop doing these things!

I've always liked a "defenders matter" subtheme and this card provides you with some solid value therein. Unfortunately it doesn't work super well in commander, where traditional pillowfort cards will get you far more mileage. It doesn't help that this guy only targets one player, if it was all opponents I would say it would be worth a try.
Maybe in a few years we will have enough conspiracy sets to put together a defender matters commander deck. The RW defenders theme has been there twice.
If you want to do it now, I would do Naya. Axebane Guardian and Overgrown Battlement are good enough to play green. I would take Marath as a commander probably.
Limited glue. Not sure the mana investment is worth it but I've never tried defender matters in Commander.
That's because there aren't enough cards to make it matter. Most of the time, creatures with defender who see play are "cheap (CMC 3 or less) cantrips". The singleton nature of the format doesn't help it.

Sure, RW Defenders is a theme in both Conspiracy sets. Right. Conspiracy has 9 cards which even say the word "defender" at all in their text box (7 are reprints), and Conspiracy: Take the Crown has 4 (3 are reprints)
